This enchant now ad as much Spell Power as the item level +35 enchant, which means 29 twinks are no longer restricted to use Gallan Cuffs/Arcane Runed bracers (Which both have item level + 35). Yay for twinks.

To obtain this recipe after Cataclysm:
1. Start the quest-line originating with Fiona in Eastern Plaguelands (located at the bridge between Western and Eastern Plaguelands). After you complete the quests given by her two friends, you ride the caravan to an Argent Crusade tower and after doing a few quests, you may recommence the quest to ride the caravan to its final destination. Upon reaching the guard tower in Eastern Plaguelands you will receive a quest to travel to Light's Hope Chapel. After completing this quest, you will become instantly Revered with the Argent Dawn and have access to this recipe from Quartermaster Miranda Breechlock at the tent south of the chapel in Light's Hope Chapel.
