In Zovaal's hands this weapon has unique animations (the mouth opens and a blue flame hits from there + a chain with a sharp tip flies out). I would really like the players to have the same
This item has not been tested on the PTR. All information below is provided from the category of speculation and data mining. We will know the exact work only with the opening of the raid and the last quarters, and so when the players drop weapons ... if they drop.
This weapon has no secondary abilities, but its main power is in the ability
used - you summon a soul,
, killing (?) which, you get some kind of effect. Most likely the effects are not tied to the specializations of the players. The list of effects is as follows (the tooltip is most likely from 233 item):
- Your attacks have a chance to deal 13719 Frost damage and absorb the next 9458 damage dealt to you (shield/dmg
). Buff 30 seconds, approximately 6 procs per minute.
- Your attacks have a high chance to apply a plague to your enemies, dealing 21280 Nature damage over 8 sec, stacking up to 3 times (DoT
). Buff 30 seconds, approximately 10 procs per minute.
- Your attacks have a chance to cause the target to bleed for 10335 Physical damage over 3 sec, healing you for that amount (DoT
). Buff 30 seconds, approximately 8 procs per minute.
- Swell with forbidden magic, gaining size, 0 Strength, and causing your melee attacks to have a high chance of dealing 2444 Shadow damage to all enemies in front of you (dmg
). Buff 30 seconds.
- Your attacks have a chance to deal 5559 Arcane damage to nearby enemies and increase your armor by 442 (buff armor 15 sec
). Buff 30 seconds, approximately 10 procs per minute.
Whether the soul is hostile, friendly, how many hp - it is not clear. The subject at the moment has a lot of abilities that are not connected from part to each other. You can only focus on the effects indicated above. It is also possible when removing weapons, buffs will disappear. Don't forget that switching weapons causes a 30s cooldown before using if you actively switch weapons in combat for different fights (ST/AoE).
you have to manually use the weapon or /use 17, /use 16 depending on which slot it is equipped in.
Then a soul will spawn which you have to MANUALLY TARGET, you cannot have a target macro for the soul and cannot be aoe, just like explosive affix. If the soul is not killed, you dont get the buff and have to wait an other 4 minutes
The soul dies at about 10% hp.
You cannot change this weapon with another one in mythic plus.
You can use the weapon to get the buff before a M+ key. The buff remain and the weapon's cooldown is reset.
The weapon's cooldown also reset after boss reset/wipe.
On Mueh' zala (last boss in de other side) and add during transition, i cannot find the soul if you use the weapon to spawn the soul thus not getting the buff. I would suggest to use the weapon on one of the relic when the fight starts.
Each boon has a different vfx animation around your character and sound effect for the duration of the boon!
The buffs you get from the weapons on use ability are all very strong. Some are better than others, and it's also dependent on your spec, but they're all noticeable dps boosts at a minimum. On my Blood DK, they raise my damage by around 30% for the 1 minute duration, which is just nuts. I wouldn't be surprised to see it get nerfed.
The most important info about this weapon is the in combat equip rules.
Can you equip another weapon in combat if using Gavel of the First Arbiter?
Will the spawned soul remain after exchanging weapons?
Will the buff remain after exchanging weapons?
Currently, with the drop rate being extremely low on this item and very little information around it, I wanted to make this comment to provide some more information. I participated in the MDI Tournament, which gave me access to this weapon, and was able to study it a little further and provide accurate information on how it currently operates on live servers as of 9.2.0.
All testing was done with a 285 ilvl Mythic Item and I cannot currently speak as to if these numbers are static or if these change based on the ilvl of the weapon.
How it works:
As others have stated below, when you use the item on a hostile target, it will cause a

effect the strength of the buffs
I was able to get my hands on a raid finder and heroic version and recorded the results of using both of them on a training dummy, here are my results recording the tooltip damage of the procs. My gearset remained the same throughout except for swapping the two weapons. There is a 4 min CD and RNG on which buff so I was missing 1 buff but the results seem conclusive.

For fun I also swapped on some versatility pieces to see if there was any change. It didn't seem to effect the tooltip but may effect actual damage.
Wonder if this or Jathys is gonna be better in S4...
EDIT: From what I've been researching, this will be marginally better on raid fights due to their longer nature, but Jathys is may be marginally better in M+ because of it's more frequent proc. However, the on use of Gavel is so strong right now (especially the 'good ones', but all of them are really strong right now) that if you can time their use well in M+ that it'll probably be better than Jathys... and since its a 4 min cd timing isn't hard because most CDs are 2 min, so this is up every other CD. This also assumes the scaling stays the same into S4.
All that being said, Gavel does take more actions, active targets, and macros to utilize, whereas Jathys is a mostly brainless random proc.
Just playing around with this, you might be better off using the gavel, proc the soul, then change to a higher ilvl weapon with stats. especially in mythic +

in LFR. Thus, you may achieve faster results with your own guild/group.

I've noticed that if more than one person in a dungeon party or raid group has this weapon, and they each use it at about the same time, two souls spawn. The first time it happened, I didn't know which one was mine, so I killed both. I don't know if I effed my partner out of the buff by doing that.
Thank god for token ranged attacks on melee classes because the soul very often will spawn out of range. I've even had it spawn in places I couldn't kill it, even with a ranged attack, because of LOS issues.
My Warlock's demon pet Felguard has this weapon. He looks awesome carrying it around and bashing skulls! ;-)
Hotfixed today and no longer works for characters > level 60.
