Blizzard hot fixed this March 1st because it proc'd to much?
This thing is completely useless in any fight under 2 minutes. The only situation that this trinket would be viable is in a pure patchwork style fight.

Appears to be bugged in that you do not have an indicator as to how many stacks you have. In 9 minute Artificer Xy'Mox fight, it procced 4 times for 118k damage, while the same ilvl Phial did 125k damage. Seems decent for long fights. In a mythic+ run, it did not proc a single time, as it appears stacks fall off between pulls. Avoid at all costs for keys, might be ok for long raid fights. As dps grows and raid fights get faster, this trinket will be garbage.

In its current state, I find this to be pretty useless for a BM Hunter. Enemies appear to only gain a stack when you damage the target, and it takes forever for us to hit 100 stacks. Out in ZM most rares die before hitting even 50 stacks. The world boss managed to get 90 stacks before the rest of the raid flattened it.
If this took into consideration our pets' attacks, it would probably be amazing, but as it stands the 100-stack requirement is too steep.

It stacks debuff on target. If you stop stacking, it disappears. If you can't apply debuff because intermission, shield, running... it's gone.
8 minute fight with Anduin - no procs at all. 40 minute m+ dungeon - procced... once.
Right now it's absolutely useless trinket.

I can add to the iffiness of this trinket currently. I got it from both caches back to back (timewalking last week, Mythic this week) on normal and hc. Used both. The normal version was performing quite alright in a normal raid, roughly 5% of my damage. Using the hc version this week, I've barely noticed it. It's better than most trinkets at slightly lower item level, but pretty much only on Patchwerk style fights with no downtime.

Pros of the trinket:
+ it came free from the weekly quest chest
+ could be thrown away after typing "DELETE" into the pop-up window after finding out how useless that item is
Cons of the trinket:
- had to run four mythic dungeons to get it as a reward
- 0 procs across all the PVE content with fight varying from 30 secs to 8 mins fights
- not even worth your time searching for the nearest vendor to sell it

Not COMPLETELY useless. Here's some viable ways to use this trinket:
1. Equip it while queuing for mythic keystones to increase your item level. **Don't forget to switch it out once inside**
2. Replacing that BFA trinket you're still wearing
3. A gift for your girl, when you can't afford cubic zirconium

This may the worst trinket Blizzard has ever designed in the 17 years World of Warcraft has been out. I honestly have no clue what they were thinking when they made this, but I can assure them it's not as good of an idea as they obviously thought it was.
And to think the proc rate even got nerfed at a point. Like yikes. How do terrible design choices pass the final product test like this in WoW these days? If you create a trinket that not only cannot proc on basically 80% of most combat situations due to them being too short, but then also make the hard earned proc do such a tiny amount of damage, you have failed as a designer on this specific item. Even if this thing did 100% more damage it would still not be viable for a large majority of content outside of the rare boss fight that lasts more than 5 minutes, especially when all the other raid trinket options are just better and will pump out more damage with far less stipulations attached to them.
Either heavily buff the proc rate, or nerf the stacks needed to like 20 (and tune the damage if need be). Until they do either of those things, enjoy the 76 gold or Enchant Crystal you've made, folks.

This seems to have been buffed, I'm seeing it build stacks at a reasonable rate and the stacks don't seem to be falling off anymore when I swap targets.

The stacks only seem to apply to your primary target -- AoE and Cleave neither add nor maintain stacks on secondary targets, regardless of whether they already have stacks or not.

This trinket is terribly designed.
I have it on a druid and I tried working out what exactly how it works. This is what I found so far.
You will only add stacks to your actual target, so an AoE ability like
横扫
will add one stack to your primary target and nothing to any other target, you can have stacks on multiple targets, but you don't carry the stacks over from one target to another
Auto attacks seem to add one stack each, it's possible dual-wielder classes could benefit from this
dots ticking do not add stacks nor do things that automatically proc
trinkets don't seem to add stacks, I only have a single activated damage-on-use trinket to test,

"movement forcing abilities" seem to only be things that actually push or pull a target, the only abilities I have that I could find to trigger it were

, stuns, disorients, roots, slows etc don't do anything special nor does taunt, interrupt, soothe or kiting a mob around. These two abilities that I found that work add 3 points instead of 1, I would expect something like death grip to add points but I can't test that
movement forcing abilities will only add a stack if the creature already has a stack, If I opened a fight with typhoon it wouldn't add any stacks even if the mob was pushed. It only worked if I hit it with something that damaged it first.

So in summary you need to stack up 100 points on a target, most of the things in the game will die long before you get there, the only ones that don't are boss-type creatures, and then the debuff only lasts 30 second so if they have untargetable phases or you need to be doing target swapping you will lose progress. And most of these creatures that you can actually reach 100 stacks on are also immune to things that push them around so the movement abilities are basically not relevant. On a fight where you don't ever target anything other than a boss like Halkondrus or skolex this may not be that terrible, but for most fights at least in the current raid tier this is useless.
On a fight where you can just stand and hit something forever this may be competitive theoretically, but in practice those fights don't really exist.

I got a 265 of this trinket on my alt.
The best use for it is I can now trade 252-265 trinkets to other players now.

Simple fix. Change it so instead of a debuff, it's a buff you collect and don't lose stacks on (or like 2 minutes of not attacking another enemy). It still won't even be close to BiS.
You'd think they learned this back when every rogue hated how they applied their combo points to an enemy and would lose any points leftover when the enemy died so they changed it so they accumulated it themselves.

According to the patch notes for Season 4, this trinket will be updated to stack on the player, not the target. I will let uh...math...people determine whether or not this makes it at all a viable option now.
