This seems to be missing off the vendor. I'm tier 3 and can see lot of future stuff to buy, but this isn't listed. I am unsure if it was never implemented, if it's a bug, or if for some reason it'll become visible (or perhaps given to me) when I hit tier 4.

This item does continue to work after reaching tier 6 with this rep for extra rep for paragon boxes.

To check if you've already used this on a particular alt, run the following command:
/run print(C_QuestLog.IsQuestFlaggedCompleted(64367))

If it returns true, you've already used it and unlocked the bonus rep.

Remember back in mop when we bought a thing like this and it unlocked on ALL YOUR CHARACTERS on the account. Good old days.

Note: just to not confuse anyone reading my comment this item *only* works on the character that uses it.

NOTE! You must mail this to your alts and have them use it. This is account bound, not account active.

I got this on my main and used it. Running this script shows True for my main but not for any alts.

Though you might guess it has a hidden "Required: Level 60" somewhere, it doesn't. I don't know if there is a minimum level, but I just learned it on a level 52 alt.

What's the meaning of this item being account wide if you must use one on all of your characters and it is consumed? Shouldn't it be enough to only use it on one character so it automatically applies to all other alts?

I just submitted a suggestion to Blizzard to make this both bind on account, and to allow alts to purchase it directly once one character on the account reached Tier 6. I was thinking that it would eliminate the need for the main to keep farming the Cataloged Research just to buy this book to send to alts. I think if enough people put that same request in, blizzard might do it. Or, make it a toy like they did the flight point maps. (I.E. 侦察地图：深入暗影界, 侦察地图：卡利姆多：与大地母亲同行, etc.)
