When I started reading what this did, I was like, awesome, a secondary stat boost! But then I read on and realized you get a debuff? Why? So when I'm at less than 50% health and my reward is to lose even more stats, which should really help me finish the fight...
This trinket gives you the debuff when you have the Dungeon Deserter debuff, which I thought was funny.

provides basically the same amount of stats. Without the terrible drawback. It's like a nerf you can implement to your character by yourself, if you're feeling too strong. Brings sense of fairness to PvP situations, too. No comebacks. If you took me down to 50% HP, you can as well just finish me.
I can also see it being used as a challenge item of some sort. Like "I did more DPS than you while having that Ocular thing on me during whole fight!" kind of thing.
Edit: After further observations, I have come to realize that I was incorrect. The buff
in fact update dynamically with your highest secondary. The behavior I was observing seems to be because it only does so within combat. Once out of combat, the buff stops updating and will stay on whatever was your highest secondary when you left combat. So ultimately, it doesn't really matter
So after noticing some oddities, I found that this trinket snapshots your highest secondary at the moment you gain the Worthy buff (or presumably the Unworthy debuff).
I noticed that I had 750 Crit and 644 Haste with the Worthy buff giving me 124 Crit. That means that without the buff, I'd have 626 Crit, which is obviously less than my haste. Moreover, when I removed the Ocular Gland and then put it back on, I had 626 Crit and 768 Haste.
The only conclusion that I could come to was that I dipped below 50% HP, and at the moment I went above 50%, I had my Ruby buff up.
Of note, when I just now went to verify my stat numbers to write this comment, I had 626 Crit, 644 Haste, and 759 Mastery (presumably from Grove Invigoration).

I noticed this trinket was giving me crit and when I dipped below 50% hp, it penalized my haste, so I looked into it for a minute.
It seems to give you your highest stat, changing as your secondaries change. This means that if you have 800 crit and 805 haste, you'll get haste. But if you then get a crit proc (from an Optical Target Embiggener, let's say), it'll switch to crit. It'll stay on crit too once the buff ends, because with it active you have 900 crit and 805 haste.
Then, when you drop below 50%, it removes the buff and THEN looks at what your highest secondary is (in my case, haste). Then it penalizes that (and I assume auto-updates like the buff). So if you have a lot of two stats, your best and your second best, you can have it buff your best and penalize your second best if they're close enough.

I have this on my ret (since old warriors soul is literally invincible 2,0) along with my badge, it aint bad, it aint bis either, but what really makes it kinda @#$% is the fact that it changes which secondary stat it pushes up, i have 700 haste and 680 mastery, as of now 1 point of haste sims 2,15dps, whereas 1 point of mastery sims 1,6dps for me. It increases my haste, but when i use Divine Toll my mastery goes up to almost 1k because of combat meditation (pelagos soulbind) and it starts pushing my mastery, this doesnt change after combat meditation ends, it just keep increasing my mastery until i relog or deequip/equip it. I already submitted a bug report, hopefully it gets fixed.
I am utterly confuse by this.
I can't understand why even if Mastery is my highest secondary stats, this trinket is giving me Crit instead of Mastery.

I've been breaking my head on my mage,since it is the only character I got the trinket on,why is my haste getting buffed and not crit.
- 26% crit / 23% haste and haste was buffed , BUT , numbers wise crit was 750 and my haste was surprise surprise ... 760 !
So , in case there are some people out there like me,there we have it brothers and sisters.
Apparently this is the only thing you get from Timewalk dungeons as a reward anymore. I've gotten it on the last four we've had and others have complained that this is all they get too.
