I think it's safe to delete unless you want to read some more info about the artefacts you find. It can also be bought again at 档案员罗-遂尔 for 10 编集研究.

When you first get it, it only has one entry, but as you discover each new notable relic another page is added to it that you can read.

This was, on the PTR, needed to pick up relics, similar to the Darkmoon Adventurer's Guide for finding Darkmoon quest items in Dungeons Raids and Battlegrounds.
If you deleted it you could no longer see the quests from the items to pick them up.
~~I have not tested it on live as I do not know how to get it back without wasting an item restoration.~~
Apparently you can now buy it off of him for 10 research.

Instead of deleting it, I placed it in my bank right after I red it. I have 19 pages right now and my favourite one is about Bwonsamdi. :)

You can delete this item.
