For you guys wondering how this conduit works, here's an explanation: Consider that you have 28% mastery and when you enter Eclipse: Solar or Eclipse: Lunar the speed cast of the main Eclipse spell is reduced by blah blah, and x% crit for Starfire or x% damage increase of Wrath. Basicaly this conduit means, that its boost like 42% (200 ilvl), its 28*1,42=39,76% of crit/damage for Starfire/Wrath.

If you were considering taking this as a secondary potency conduit as Niya for m+ content, don't do that, we do have 30 renown already unlocked, pick Burrs. Even when their disadvantage is that you can miss when tanks move NPCs before Burrs debuff is applied.

If you are Kyrian, you can take it surely with Fury of the Skies. :)
