if you are after this legendary the fastest way to get it is:

Que normal dungeons over and over as a tank since there is no lockout to normal.

additionally you can make a group on premade of all people that need that dungeon so it goes even quicker.

Not really worth it tbh. I crafted it after getting this power in Torghast, where I could often get 3 or 4 resets in a row, thinking legendary will work the same way...it doesn't. After couple hundreds of eye beams I have yet to get more than one reset in a row, which can't really be explained by bad luck, and can only be explained by the legendary having a hidden cap, so...pretty bad.
