I received Virtuous Command today from Bubbleblood rare mob in Maldraxxus

I haven't yet had this item drop for me, but you can get it from Normal, Heroic and Mythic versions of the Sanguine Depths. The difference is the item level is higher as you go from Normal, to Heroic to Mythic.

Normal: iLevel 158 -> 8.8% effect
Heroic: iLevel 171 -> 9.6% effect
Mythic: iLevel 184 -> 10.4% effect

I myself am queueing for Normal and Heroic. Normal as I can clear the dungeon faster, and increase my number of drop rolls over time. But I also queue for Heroic just to increase the number of times I get pulled into the dungeon over time.

If I get the Normal version of it, I don't plan to replace it unless it drops for me when I run it in Mythic in the future. The gains are slight percentage increases, which can matter if you're pushing the envelope, but likely has very limited impact early on in gearing up.

The drop rate is really quite annoying.

Additionally, if it drops for another player in the dungeon you're in, they CANNOT trade it to you, even if they do nothing with it. This is really dumb and I don't know why Blizzard thought low drop + untradable was somehow rewarding. I just want to move onto other content already!

This item showed up as a reward for a World Quest in Ravendreth for me.
The exact quest was:
- Dirty Job: Demolition Detail
--Court of Harvesters--
Rewards: Virtuous Command

The reward was item level 200 and I did not have added to the Forge of Bonds at the time.
