For any Assassination rogues out there, the ticking nature damage from this trinket is not increased by Shiv--whether that is intended or not, I don't know. That being said in my testing it had around a 90% uptime, and crit in a fashion consistent with my stats, accounting for around 80-90 dps (the i171, heroic version of the trinket) over a six minute period.

I can't speak for this week, as Blizzard is doing plenty of stealth patching (RIP incurable beast mind control necklace MCing druids for 5 minutes), but if you are using this trinket and are finding it is not proccing at all, unequip then re-equip the trinket. A lot of my dungeon trinkets straight up break when I use them inside of raid instances until I re-equip them

Correct me if I'm wrong.

I see stacking potential of 顽石军团纹章 and 腐质之瓶 (or this燃魂者 for intellectuals).

Basically speaking 顽石军团纹章 stacks versatility for each member that wears this item so if 20 members will wear this item (which is not always a valid option since users of intellect will lose it with this item.
At the same time 腐质之瓶 will make a stacking damage effect on every target you can attack in melee and this damage is based on versatility.
燃魂者 can be used if your IQ is higher than mine

After calculating the benefits of this item in a raid I found a few interesting things.

Here is what I calculated
Let's take the usual 20 people raid for and see how much we can get for different
With only 腐质之瓶 and iLVL of 200 you can have potential DPS (on one target) staking for versatility:

5 will do 450 dps
10 will do 825 dps
15 will do 1200 dps
20 will do 1575 dps

Let's imagine that the whole raid has 顽石军团纹章 and now we have ~4% extra versatility

5 (9) will do 612 dps
10 (14) will do 1122 dps
15 (19) will do 1632 dps
20 (24) will do 2142 dps

Potentially you can stack this on multiple targets but it can be not that easy because the trigger is every 5 seconds and you will have to constantly switch targets. But that is possible because the stacking effect remains for 30 seconds on target. ~~and we can only imagine the potential of a 40 raid with these bad boys.~~

The drop rate is not 9% I've run this dungeon a total of 70 times and it hasn't dropped. I submitted a ticket to find out what's going on and their response was.. submit another ticket.

I can see you have some concerns regarding the drop of the "Phial of Putrefaction" trinket!
I have had a closer look into this for you to see what I could find out and we are not aware of any bugs or issues with the drop of the trinket. Due to how the loot system works in WoW, you can go a while without seeing a specific item drop for your character, even when it feels broken.
We can't provide any specific information if this item has more requirements for it to drop, though. For that I would advice checking out our fansites, as they will usually have good guides and player comments that can help with any possible missing information. :)

If you do feel that the developers should be looking into the item and the droprate, the best way for this is through the bug reporting tool ingame.

By using the ingame bug reporting system. This will let you write up a report for the devs, so that they can gather more information about this. :)

I got a ilvl 216 one of these and it is very impressive.
The DoT scales with both haste and vers, most trinket DoTs don't scale with haste.
It also intelligently cleaves onto multiple targets. The effect stacks up to 3 times with a 30 second duration, if you are cleaving multiple targets then it will start stacking on a different target if your main target has 3 stacks already.
Easily my favorite trinket because the proc isn't random and consistently applies itself every 5 seconds. Does about 6-7% of my total damage consistently as a Guardian druid stacking haste.

As of 9.0.5 this item is bugged and the buff it provides will break the invisibility buff from Potion of the Hidden Spirit.

This trinket also adds a visual effect to your weapon, that looks like the rogue poison effect (green drops).
