Received this after completing
. This was the first time I had seen the WQ after unlocking the Ember Court.
Got this last week, didn't notice any wheelbarrow racers in my ember court this week.
This item causes
to spawn in your Ember Court, which you can use to quickly travel across the area. They are faster than a ground mount, and move continuously. While riding, you have two action buttons:
has a low chance of causing the driver to stop the vehicle;
stops the vehicle and sends you flying a few yards forward. As far as I can tell, the racers do not respawn.
So the first time I saw the racing world quest come up, it said it offered this item. However, I did not complete the WQ at that time. I've since done the WQ 3-4 times and it has not offered this item at all.
Am I missing something?
Is it bugged?
Did I just miss out for not completing the WQ when it offered the racing permit?
Received racing permit from the WQ just now on US-Barthilas. The item appeared as the reward before completion. After trying for about 6 months to get this item, my guess is that the racing permit is only VERY rarely available as a reward or this has been recently fixed by Blizzard. I want to add that I have three Venthyr toons and the racing permit only showed as a reward on the two that had unlocked The Ember Court :)
Up today Aug 4/5 in NA.... It's ridiculous that it takes so long for it to be available.

Seems this one is still bugged.
This has got to be one of the most frustrating parts of the (many) Shadowlands time sinks.
1) Wait for a specific world quest to be up for a day, randomly, with no predicting when that will be.
2) Wait for that world quest to award the item that you need. It will only have the reward you want once every 1 to 6 months (judging from the comments).
3) If you miss it, because of any IRL reason, sucks to be you. Keep checking for it daily for another 2+ months. Hope that you never miss a day.
Going into Dragonflight, I wish that Blizz would come back to the stupid stuff like this and just make it always give or do the the thing that is unique (there's more than just this that require multiple random conditions to be fulfilled simultaneously). Waiting for the stars to align for months and months will be even worse when there's a whole new expansion that you'll want to play. I know they won't do this though.
