I just received one of these from the Amathet Reliquary during an Uldum Invasion. It is a white "item level 1" item with no sell value.
There are three Mysterious Devices (Object 152777) at 67.67 | 64.12 in Uldum. I used mine on one of them and it gave me a one hour buff called, "Attuned" (Spell 306596). Not sure what to do next...
Go to 67,64 in Uldum with two other people who each have one, all three of you channel a pillar at the same time to summon a rare.
Confirmed 10 minutes ago that if 3 people have the Suntouched Amulet (from the special Reliquary chests which requires 6 Tol'vir Relic Fragments to create) and channel simultaneously (DO NOT MOVE, if someone moves and breaks the channel, you need to find another third person), you will spawn a rare.
The Rare dropped 600 AP, around 40 coalescing visions and a special blue item called "Obelisk of the Sun" which is a re-usable item which can put down on the ground and deals around 20k dmg every 2 seconds to all nearby enemies. 5 min CD. Duration is around 20-30 seconds.

01/15/2020 - If you click the pedestals it eats your amulet. So if you click it, and don't have two friends - you just lost your amulet!
You do NOT only get these from the Amathet Reliquaries. I looted one off of a rare before I had enough fragments to combine.

Tested right now - me (Horde) plus two Alliance successfully summoned, killed and looted this rare.
WARNING: Clicking one of the three devices even once consumes the amulet preventing you from channeling it again.
This only seems to work when the Black Empire Assault is active. We just gathered three players equipped with amulets, however the devices can't be clicked - Aqir Assault being active at the moment.
As of today, February 3rd, you no longer have to click the pillars at the exact same time. You have a few moments, at least, to click the pillar. Someone mentioned in game that you have 10 minutes when the first pillar is activated. This is unconfirmed, for now.
I've had this in my bags for ages. Can this be trashed and will drop again?

A guildy asked me to use my suntouched amulet i had sitting in my bag since the beginning of this patch. Another guildy and I fly out there to help him out. We waited for his arrival. The other guildy and I clicked the thing but he clicked it 5 seconds too late and it wasted all of our amulets. What a game blizzard. F n stupid.

One of these dropped for me last night off a trash mob in Ardenweald. Looks like they're keeping this going even in Shadowlands.
The addon AllTheThings would tell you when things like this are associated with anything whatsoever completionist-sake, including anything at all to do with collections. That includes things you've already done. This shows nothing, meaning nothing to do with a quest, achievement, toy, mount, etc. Others are saying you can use it to summon a rare, but whatever rare it kills must not be unique and go toward an achievement.
