Do note that the equip effect comes at the cost of not only no secondary stats, but no primary offensive stat. There is no strength, agility, or intellect on this weapon baseline; they only come from the proc. There is no additional stamina in comparison to standard weapons either.
Currently at 385 - the proc grants 165 primary stat (str, agi, int) stacking up to 3 times, for a total of 495 for 30 seconds. A standard 385 two-handed weapon has 329 primary stat, and 255 (combined) secondary stats. The difference at most, assuming you're lucky enough to keep the shield up indefinitely at 3 stacks, is 166 additional primary stat.
Gotta say this is one NEAT looking weapon and I am probably going to roll off-spec for my dk just to try to get it

I don't see how the proc can ever make up for no primary and secondary stats. One or the other maybe, but not both.
3ppm does not seem like a low chance to me.
If the shield refreshes itself before depleting the absorb, you gain a stack of the primary stat buff. Even while not currently tanking anything during a raid boss, incidental raid-wide AoE can also proc the bubble and keep the buff up.
For Tanks, given the weapon's frequent proc rate and the long buff durations, you're unlikely to ever drop your stacks except during significant combat downtime, e.g. during a long run in a dungeon. The amount of absorption you gain from the proc and the extra primary stat at 3 stacks definitely outweigh the lost secondary stats so long as you can keep the buff up (which is most of the time).
For DPS, the absorb shield itself has no impact on your role of dealing damage, and the loss of secondaries has greater impact since your dps generally scales better with secondaries than it does for tanks. Depending on what you're fighting it may also take much longer to get to 3 stacks since your damage intake is often more sporadic than it is for tanks.
That said, you are still able to stack the primary stat buff even when not taking significant damage thanks to the mechanic described above, but there still has to be
form of incoming damage for you to benefit from it.
In conclusion you're unlikely to choose this weapon over other ones unless it just happens to be substantially higher ilvl.

. Fighting many attackers increases how often it procs making it even stronger against multiple targets. Seems highly unlikely to lose stacks of the
stat buff under normal raid/dungeon circumstances and provided enough damage is been made, you can gain all three stacks very quickly. Overall, an OP tank weapon.
