4 of the 11 vendors that sell 汇帆啤酒 for 酩酊大醉 are in the same location. The first three 酒保文斯, 酒保唐留克 & 指挥官兰顿 are in a waterside pavilion. . Next door is “公平比赛”J·J who is the 4th vendor selling 汇帆啤酒. The other 5 beverages that all 4 vendors sell (same items on all) are also needed for 酩酊大醉:

驳船比尔森啤酒
雪莓啤酒
翠绿淡麦酒

For those with co-ords 55.26 17.26 will get you to the steps of the waterside pavilion the first 3 are in.
For those without co-ords go to Tradewinds Market flight point and head down the stairs leading to Ashvane Docks. Turn right at bottom of stairs as you face 唐内尔队长 and go past the gallows, following the road as it angles around to the left. You'll pass 2 red banners to your left and a small stable area/lumber yard on your right. The pavilion behind the Boralus Worker chopping wood is where the vendors ply their trade.

For those interested in the culinary arts have a chat to 大厨帕特里克 while you are there. He gives recommendations for food and drink matching that are related to the beverages sold in the venue. Nice little touch of life to the game methinks.

Kinda funny because its named after "Kölsch" the beer you get in Cologne, Germany (German name of the city is Köln)! Wonder how that ended up in Azeroth!
