As far as I can tell, just because you bought all of the Faction mounts on Horde, you don't get access to the Alliance equivalents. I'm exalted and have bought all three Horde Faction mounts on my main, but my little Alliance alts can't use this mount, as it's not been learned. D:

This does not convert to the Horde equivalent if you log in as a Horde character. I assume the same is true for all of the rep rewards.
No idea on what happens if you faction change.
