Does not add any speed to my Nigth Elf druids basespeed, neither as feral or guardian. So it seems to be broken as of now, at least for this race-class combo.
This does add 3% movement speed. However it is not included with the speed stat in the default character sheet.
It does not stack with the azerite trait
It does stacks with:
speed stat (bonus stat on gear)
You can verify the effect with this macro:

i am a rogue with base speed of 133% (Deja Character Stats)
i equipped one such gem, and my speed was still 133%, instead of 136%
so i used the macro to test it, and apparently it works, but it's a complete joke.
it increased my speed from 132.588% to 132.784%
A WHOLE 0.196% ! OP!

it isnt giving me any speed at all. I tested in all forms of druids and in no form but the movement speed was 147% with the talent also not stacking with anything Blizzard screwed up dis gem.
Unique equipped. Probably doesn't stack with many stronger effects such as runeblade of baron rivendare, sephuz's secret, vigilance's perch, and trailblazer.So disappointing on my hunter with a 202.4% speed set. If it actually worked and wasn't unique equipped... then I might have been able to break 210 base speed. What's the bloody point if I can't be even more excessive!
Tooltip is broken. It should say "Does nothing."
Decided to test this out in 8.1.5, to see if it had become useful.
It still has no noticeble speed increase at all (possibly tenths of a percent as others have reported). To me it seems that it does not stack with Longstrider, or possibly any other speed gear. If I bring my speed down to 100% by removing azerite gear, this gem will bring me up to 103%. If I equip a piece of Longstrider azerite gear, my speed goes up to 104%, and the gem will no longer effect my speed.
To sum it up: Don't bother, it's useless.
This appears to be fixed in 8.2! I'm guessing they decided to fix it with the release of the 5% version:
I went from 167% -> 170% speed, so definitely still giving the full 3% now, even if you have longstrider or other speed options.
I'm starting to work on speed gear for DK. Speed was 4% or more precise 3.74% (with trinket + 86 speed). I added this gem and nothing changes! AZ gears have no speed boost. WTH.
On Beta Build 46420, this has been nerfed to only give 28 Speed stat. This makes it less effective at giving you movespeed than 3% movespeed (2.8% from 28 Speed at level 60, vs 3%). It gets even worse if this pushes you over 100 speed tertiary stat (10%), as that's the first diminishing returns breakpoint, or if you level past 60, which increases the amount of Speed tertiary you need per % of movespeed.
Feels bad, man. :(
As of Dragonflight, it just gives +28 Speed
