Blizzard does know that we are going to love hearing "It's not ready yet" or see the text alert on our screen while we have keybound-macro'd this ring to every button, right?
Turns out there is a hidden 5 minute cooldown if you use it too often.
You will see a debuff that warns you, matching the flavor text "Greed and foolishness will consume you".
Edit: Tested for science. You gain a stacking debuff that "increases the chance to incur a 5 minute cooldown". I reached 5 stacks one time and 2 stacks another time before incurring that 5 minutes. Is there a way to macro if(debuff=no) then cast(ring)?

Use of this ring incurs a debuff called Temptation, which lasts 30 seconds. Each time you use the ring before the debuff wears off, you gain an extra stack of the debuff.
"Increased chance for your Ring of Collapsng Futures to incur a 5 min cooldown".
Basically, while the cooldown is 15 seconds, you dont want to use it more often than every 30, or you get locked out for 5 minutes. So, if you macro it to every ability, you will cost yourself damage; you need to use it manually or on abilities you use more than 30 seconds apart.
Other than the "free" damage this ring does over other normal rings, the 40 yard range is really useful outside of raiding for pulling mobs if you don't have many ranged abilities on your class.
I made a nice little WA string to track the temptation debuff this gives you so you can know when to pop it. A little bar will pop up and play a sound when the debuff disappears.
The effect can crit, not sure if it scales with damage increases like some trinkets do.
0% crits using this on a 30 second CD to prevent the 5 min cd = 1589 DPS
100% Crit = 3178 DPS
Anyone have the chance increase per use to put it on a 5 minute cooldown? Based on my limited and anecdotal testing, it seems rather high like 20%, I dont think I've seen anyone get above 5.
The ring can be used mid-cast.
This ring's 5 min cooldown DOES RESET after you leave the dream in the Xavius encounter. So, to maximize its effectiveness, when you have 1 min left of your Dreaming buff, use this ring every 15 seconds, hoping to proc the 5 min cooldown. This will maximize your ring's DPS before you leave the dream and come back to reality, during which you will want to throttle yourself to maybe 2-3 stacks of the Temptation debuff maximum.
Just a small macro you can bend to a spell that you use a lot

you won't here the annoying "it's not redy yet" all the time.
It does scale with unholy death knight mastery.
As a rogue you can cloak off the stacking debuff. Just did it on my mine.
If you're a Retribution Paladin, you can use this macro I wrote to bind the ring to Wake of Ashes. Because the debuff from the ring and WoA are both 30 second CDs, you'll achieve maximum usage without using it during the debuff. Other DPS classes could do the same with any 30 second CD. Winning!

Paladin's Divine Shield removes the 30 second debuff (as does Rogue's Cloak of Shadow according to Xiberion in another comment).
Unfortunately this ring only seems to have a 25-30 yard max use range.. So this can be very annoying if you're a class who has a spell range of 50+ yards (i.e. MM Hunter) as it forces you to move up closer to your target if you want to use the ring.
It DOES scale with feral druid's Savage Roar and Tiger's Fury. Reasonably, can be macro'd with Tiger's Fury.
Got to 10 stacks once, just to 2 another time. It's really random.
Is this ring a joke or is there something I don't understand ?
It has really poor stats for a 870 ring (my old 845 brings me way more haste) and
only gives 0,6% of my total damage...
The on use effect of this ring does not get scaled down currently in time-walking dungeons (As of 11/8/2016), making it one of the best items you can use in time-walking 5 mans.
This makes it fairly tempting to use it more than once every 30 seconds.
That didn't last long, got hot-fixed in the same week.
Frost DKs can remove the debuff with AMS if you have the weapon talent Mirrorball.
So I've spent an absurd amount of time on the target dummy and I came up with this;
1st cast: A very low chance of failing, only happened once.
2nd cast: 4% chance of failing.
3rd cast: 10% chance of failing.
4th cast: 25% chance of failing.
5th cast: 35% chance of failing.
6th cast: 42% chance of failing.
I won't go further than this as everything above this has a chance of failure of over 50% making them highly uneffective.
The furthest I've gotten was to a total of 9 uses only 3 times with 100% chance of failure at that point.
As you can see the ring is highly random, but I believe the best way to use the ring is in series of 3. I've noticed a massive jump between 3 and 4 which I can't explain in any other way than that's the way the ring was designed to be used.
After sticking to this rule of 3 I've gotten 10-13 uses on average per raid boss, but this varies depending on the RNG and boss length. Getting around 10 casts during a boss fight before incurring the 5 minute cooldown is much more effective than trying to beat the streak of 9 which is the highest I've had.
TL:DR; Try to use the ring in a series of 3 before waiting out the 30 second soft cooldown.

This WeakAura string will make a small icon appear when you have
debuff from the ring. It will also not show if you've triggered the 5min debuff.
Just dropped for me today, with a socket! Easily integrated into any class.
For me, an AS rogue, I just made a macro to cast it when I use Kingsbane, a 45sec cd ability, while the ring is a 30sec cd, without taking risks. Though I won't be fully utilizing it, it's better than additional buttons imo.

This ring works perfect when macro'd with spells like Wake of Ashes, or other 30s CDs, as others have suggested.
My personal Weakaura, that I have made, since no one else has done it the way I like... Displays an Icon with Stack Text and Debuff timer, if you happen to get greedy and get 5min CD on the ring it then shows that. btw my icon matches Temptation Debuff Icon, you lazy bums.
I am unsure why some of the websites like AskMrRobot recommend this ring over higher ilvl with better stat numbers. The damage from it seems minimal in raids. Is there something I am missing? Even with taking the risk and getting it out as much as possible. I usually push to 4 stacks each time and without blowing the 5 min cooldown it's only giving me pretty much an unnoticeable damage output.
In the old karazahn this rings damage attack ignores the silence of the chess event. I was bugged where the silence stayed on my for the remainder of the instance but I was able to cast it to kill enemies

I made a Weakaura for Tracking the CD / Debuff Stacks with the % of Failing based on a previous comment:
It looks like there is a bug between this ring and Soul Igniter. When the ring CD triggers you are unable to use soul igniter at all -- currently, there is no visible CD on the trinket ;_;
At 298 ilvl, using it every 30s, this ring's on use effect does less than 40 DPS. Absolutely pitiful, wouldn't even bother to make a macro, much less use a weak aura for this thing now.

. Even though you can use the ring every 15s, the debuff will stack if you don't let it drop off. More stacks increases the chance that your ring cooldown is instead upped to 5mins.
Makes sense, given the name, but I did get confused the first time I tested my macro on a target dummy and eventually saw a 5min cooldown, I hadn't noticed the debuff!
Seems using it doesn't give you the debuff but the debuff still applies
