In order to reach Conjurer Margoss, you need to fish up
from Swirling Whorls fishing nodes in the Black Market of the sewers of Dalaran. They are consumed on use, so you will need to fish up another to return.
At this point in the beta, Arcane Lure is unlocked at the reputation level of Buddy. I confirmed this tonight on Beta. It also now costs only 1x
Also, the Earwax candle is no longer on this vender. There is a
in its place. I'm Guessing the bobbers are unlocked at Friend. since the Sting Ray Pup and BrineDeep mount are good friend and best friend. I'll confirm them as i farm more mana.
As far as how it works, I tested the Arcane Lure in the pond by Margoss, down in the Great sea, and over in Azuna. I caught no bait or anything new so I'm guessing that this is not working yet. (6/25/16)

increase your chance to catch lures by 100%
Through some very cursory testing, I would estimate this increases your catch rate on lures from 5% to 10%. Not as exciting as I would have hoped!

Getting to Margoss' Retreat
The island on which

Once flying is unlocked in Legion, this will be an easy way to get to the island.
is a consumable item that teleports you to Margoss' Retreat. It can be fished up in the Dalaran Underbelly from the Swirling Whorl pools around the Black Market Auction house - in the Underbelly.
These items are consumed when used - so to use this method again you have to fish up another.
Manually Reaching the Island
It is possible to get to the island using unconventional means.
First, go through the gap in the
wall at , between the Violet Citadel and the Magus Commerce Exchange (you can see it if you follow the grass to the right of the Violet Citadel stairs). You'll see the pet trainer on the ledge below, and in the distance you will see Margoss' Retreat, recognizable by the pool of water in the center. From this ledge you can reach the island through the following means:

This is bought from Conjurer Margoss on the fishing Island in Dalaran..for x1 Drowned Mana each. the Drowned Mana is fished from the lake there on Margoss retreat. The Arcane Lure is the first step to getting the artifact fishing pole, as you need to fish all the rare fish among the Broken Isles, and using this Lure will give a buff for 10min that will increase your odds "by 100%" not to be confused with "to a 100%", as this is not the case. In fact you will use many of these before fishing up the related item to each rare fish. So make sure you grab a stack or so before heading out to have the most success.
My personal average so far is about 5-6 Arcane Lures per rare item fished up.I started with 3 stacks of 20 and fished up 11 rare fish related items. Of course this is all RNG and will differ player to player but an idea of my average. You can stack this with the other rare lures fished from this item, as well with standard skill enhancing lures (Fishing Hats,Worm Supreme, etc). I noticed 0% difference fishing open water vs pools when using the Arcane Lure so just get a stack and hit the open waters.

The one thing I don't understand is if the lure only works when fishing in pools, or if you can just fish right next to margoss and will eventually get the rare lures. Anyone know?
I'm not sure if this is a bug or not, but these lures stack to a max of 2. I popped two by accident in Suramar, and got two separate buffs, then immediately caught the sleeping murloc and enchanted lure baits. Worth trying anyway!
Edit: This does not work if you just click two in a row, wait for the first one to get down to 9 minutes, THEN click the second.
As of Sept. 10 2016, the bonus time from the underlight angler does not buff the time on this "lure".
This buff can be stacked indefinitely but I think it's only a visual-bug as I don't seem to be catching baits any quicker.
Drag a single lure into a new slot in your bag (multiple times to new slots for multiple buffs) and then use it while you already have an Arcane Lure buff active.
claims to be 100% chance to fish up bait for 10min it dose not seem to be actually 100% since that would imply you would get a bait from each cast but I saw none during the duration of the buff. from tips I have gathered and tested the best way to get the bait with the lure is by fishing in the pools. so good luck and happy hunting.
I made a little WeakAura for anyone that would like it. It basically shows in the centre of your screen, the time left on this buff, and shows any time the buff is inactive. For those of you that are farming specific lures, this is a good way to know when you don't have the buff, and the time left. Enjoy!

When in 40 man raid you get Mark of Aquaos non stop resulting in endless rain of DROWNED MANA!
Really wish they'd reword the tooltip. I can say, "Applying 300 lbs of negative ballast to yourself increases your chance of drowning while in the ocean by 100%," and it'd be a completely factual statement. It should be worded to reflect the actual chance of catching bait, but, w/e. Back to fishing.
