This item, 凝结邪能, will be available during the Legion pre-launch invasions. It will be sold by 被俘的虫语者, who can be found in the Illidari camps at each invasion point. The sell price will be 150 虚空碎片s each.
They can also rarely drop in the 大型军团箱子 received after stage 4 of an invasion.

This upgrade item can be used on weapons that are obtained during the invasion scenarios, to upgrade them from iLevel 700 to 725 in increments of 5 item levels per item. This means you will need a total of FIVE 凝结邪能 to upgrade your weapon from ilvl 700 to 725 (at a total cost of 750 虚空碎片s).
The weapons can be obtained from the 小型军团箱子 (from the 2nd stage of an invasion) or from 大型军团箱子, (from the 4th stage of an invasion). The weapons are NOT a guaranteed drop.

When are the invasions coming?

The Legion invasions (and 恶魔猎手 early access) arrived August 9, 2016 (US) and August 10, 2016 (EU). The will continue until August 30, 2016 when Legion launches, and will progressively become more frequent until that point.

Invasion Weapons

Below is a complete list of the invasion-exclusive weapons that can be found in the 大型军团箱子/小型军团箱子. Some of them have very unique models! Also listed in the chart is which loot specializations these weapons will drop for.

Note that 堕落者战刃 is the only weapon that is available from the 虚空碎片 vendor, 被俘的虫语者. It will be sold for 100 虚空碎片s.

虚空碎片 Currency

虚空碎片 is a new currency that will be specific to the Legion pre-launch event. These can be earned via invasion scenario events (25-50+ 虚空碎片 per invasion).

Note that aside from 虚空碎片s, the invasions grant achievements, and also the Stage 2 and Stage 4 chests can have unique weapons in them (that can be upgraded to item level 725).

The items available for 虚空碎片s include transmog sets and item level 700 necks, rings, trinkets, weapon upgrade items, and a pet! These items are sold by 被俘的虫语者, who can be found in the Illidari camps in all invasion zones, as well as 奥格瑞玛 and 暴风城.

Invasion Scenarios

There will be 6 different invasion events during the pre-launch patch. After the invasions start, they will become more and more frequent as we get closer to the launch of the expansion (August 30, 2016).
Each invasion is a scenario entered by anyone that moves into the invasion area, and has 4 stages. There is a progress bar for Stages 1 and 3 which is zone-wide - you will see how close you are to the next stage. Stage 2 and 4 have boss objectives, and completing these will complete the stage.
Note that the invasion instance you enter may already be in progress, with potentially a stage or stages completed already.
The stages are below:

Stage 1 - Defend against a general invasion point (e.g. Orgrimmar Rear Gate). Mobs are fairly trivial in nature, although numerous.
Stage 2 - Defeat two lieutenants and a commander. The commander spawns after the lieutenants are killed. These bosses hit pretty hard, so DPS and healers have to watch threat.
Stage 3 - Defeat the invading forces marked on the map - a zone-wide objective, with various activities that will advance the progress bar:

There are mobs to kill, of various sizes and strengths. These can be found at invasion points, marked on the map.
There are protected "Legion Structures" also marked on the map. You must kill the mobs protecting the structures; doing so will make the Protected Fel Crystals attackable. When the crystals are destroyed, the structure collapses.
There are various mini bosses scattered around the zone during this phase. These hit pretty hard, so ideally they need to be tanked or kited. These mini bosses often drop 虚空碎片s, so it's worthwhile helping to kill them! They are marked on the map with skulls.

Stage 4 - Defeat a boss NPC at the original invasion point (requires a group). These bosses hit VERY hard and have some abilities that will kill you if you do not avoid them (e.g. breath mechanics - make sure to stand behind the boss!)

Some other miscellaneous notes:

Zones that have active invasions are marked very clearly on the world map. Note that only zones in Kalimdor and Eastern Kingdoms are involved.

Mousing over the invasion icon will show you a timer, indicating how much time is left in the invasion, so that you can get there.

Entering a zone with an active invasion will put you into a scenario instance. There will be multiple instances going on at one time, so arriving at any point while the invasion is active will allow you to participate.
There are various vehicles you can use to assist you during the invasion (e.g. Demolishers, Glaives). These usually have a few abilities that will do area damage to mobs.
Most of the mobs killed for the invasions do not drop anything, although minibosses do. The shards/chests that are rewarded go into your bags automatically (even if you are dead when the appropriate stage is completed).

Rewards from the invasion are as follows:

Stage 1 - Nil.
Stage 2 - 小型军团箱子, which will contain 5 虚空碎片, guaranteed iLevel 700+ Fel-Touched Gear*, and a chance for iLevel 700** weapons, with very unique models.
Helping to kill the minibosses during this stage will reward more 虚空碎片s (5-10 extra).
Stage 3 - 10 虚空碎片 at the end of the stage. Additionally, mini-bosses during this stage drop 虚空碎片s (reportedly 5-15). Therefore, killing these can net you a much higher yield than any other stage!
Stage 4 - 大型军团箱子, which will contain 10 虚空碎片, guaranteed iLevel 700+ Fel-Touched Gear*, a chance for iLevel 700** weapons, with very unique models, and a chance for 凝结邪能.

TOTAL: 25-80+ 虚空碎片 per invasion

*This armor is the same armor that makes up the 4 transmog armor ensembles available for 200 虚空碎片. If you are wanting only the transmog appearances and not the gear, collecting it piece-by-piece from these chests will be presumably much slower than buying the Ensemble.
This armor has a chance to be Warforged - this can boost it to item level 705, 710, 715, or 720.

**These weapons can be upgraded to iLevel 725 in increments of 5 item levels at a time using 凝结邪能, which will also be available during the pre-launch event

Completing a single invasion rewards the achievement 反抗军团.
Completing 6 of the invasions (as listed below) will reward 艾泽拉斯保卫者：军团入侵

The above achievements will be Feats of Strength (similar to 关闭裂隙 from the Cataclysm pre-expansion event) that will not be obtainable after Legion launches.

Another Feat of Strength that will be exclusively available during the Legion pre-launch event is 原来如此 (collect all 12 of the pamphlets from Doomsayer NPCs in Orgrimmar/Stormwind).

You can use these to upgrade your Invasion weapons in 5 ilvl increments.

On beta, one of these dropped for me from the blue chest (大型军团箱子) you get from finishing the last stage of an invasion. (Superfluous info: got it from a Tanaris Invasion)
They're also currently purchasable from the 被俘的虫语者 NPCs for 150 ~~1000~~ 虚空碎片.

I should add that it dropped from the 大型军团箱子 in addition to the 虚空碎片 and the usual piece of gear (邪覆长裤 in my case).

The weapon drops are item level 700, so a potential max of 725 is a big upgrade. It won't last you long into Legion, as you get new weapons very early in, but it will give you a nice starting point if you're so lucky as to obtain this item (multiple times) and a weapon.

Note: since the 堕落者战刃 has been made BOA, you can use 凝结邪能 to upgrade your 堕落者战刃 from any character (level 98 or higher*) that has 凝结邪能.

On PTR these have a chance to drop (not guaranteed) from the final boss (after stage 3) of an invasion event.

The boss has a bit over 40 Mill HP, and is basically a Kazzak's little brother (breath included)

That kinda sounds like you need more than one of this item to reach 725. On the weapons' pages, you can select iLvl versions up to 780, in steps of 5, implying this item would increase their iLvl by 5 each time.

Can someone confirm or deny that?

Can confirm, each item raises the ilvl of your weapon by 5, requiring a total of 5 to get a weapon to 725.

That's 725 nethershards if you buy them from the vendor.

I should mention that it does not appear that upgrading the weapons activate any new appearances for them (unlike the crafted 6-stage weapons in Warlords).

One simply clicks on the Coalesced Fel in their bags and then clicks on the item which is to be upgraded. No need to visit the upgrade NPC as they cannot do it for you (as would be the way to upgrade older WoD items).

for demon hunters, you can use 凝结邪能 from other characters to upgrade 堕落者战刃 . the weapon will stay BoA even if upgraded.

Attempting to use this on a fully-upgraded item does not expend it and simply yields the error "That item is not a valid target.".

Why would you use this? You can get the artifact at lvl 100 once Legion launches, don't you? It's gonna be ilvl 750 and this will only empower your weapon to ilvl 725.
I'm pretty sure I'm missing something.

These have a chance to drop from Legion chests for lower level players/trial accounts too. I've gotten 3 of them on my trial account with no hopes to use them.

If your toon is level 100, these Coalesced Fel are relatively straight forward. Use them to upgrade the weapon that hopefully drops for you. But if you are using the pre-launch event to level, as many folks are, you run into the requirement that this item requires level 98 to use and is nominally useless after the event ends a few days from now. You probably had a fair number of these drop and have more Nethershards than you need.

Large and Small Legion Chests generate your drop items when open the chest, so it might be worth saving some of your chests until you hit level 100. The weapons drop from the Large Legion Chests, so if you save some, you have a fair chance to have a weapon to upgrade.

The other thing you can do with Coalesced Fel that your leveling alt has earned is to upgrade Glaives of the Fallen, which are BoA and can be mailed around your account.

Coalesced Fel does not stack, so it is a bit of a p.i.t.a. to hold onto it until your alt hits level 98.You can only use five per Legion Invasion weapon you hope to upgrade for that alt (factor in dual wielding) plus five per Glaives of the Fallen; any beyond that total is useless.

If you want alt spec weapons for transmog, but you don't play that spec, you don't necessarily need to upgrade them, as the look does not change.

Considering you get your new Legion legendary weapon within about 30 minutes of playing legion content, and the boa can't be equipped until level 100.. these are pretty much useless for BoA weapons or upgrades. In fact, it really isn't worth the trip to SW or a bank to get the stupid things. Pets might still sell on AH though, if those are still available. I haven't checked. Just added the pets as an after thought.

Attempting to use this item on a valid item that hasn't been upgraded from the Legion Invasion will give a "This item is not a valid target" error. A casualty of the Battle for Azeroth item level squish.

In 9.0.1 it's saying it'll boost the item level up to 147? I don't have any of the weapons left, but if someone does, and has one of these, you should try it

As of Patch 9.0.1 (The Shadowlands Pre-Patch), these items no longer function.

I have an old character I logged on to that I haven't played on since the Legion Pre-Patch that still had a few of these in their bank, along with one of the upgradable weapons received during the Legion Pre-Patch.

When trying to use this on one of the Legion upgradable weapons, you get the error message "That item is not a valid target".

From what I can tell, these are now useless.

This item still works on 堕落者战刃.

I had some chests from the invasion event on an alt and opened one and received one Coalesced Fel and was able to send over the Glaive because it's BOA and it allowed me to upgrade it. The glaive itself is not usable until level 40 and the upgrade took it from ilvl 45 to ilvl 46. Unsure if it would actually boost all the way to 147, but either way it's largely useless. Unsure if this item works on other invasion weapons but judging by previous comments, it only gives an error message now.
