This item is a drop that is part of a 2-piece set. Obtaining both pieces activates a 2-set bonus! These pieces can only be found in 魔法回廊 and 群星庭院.

魔法回廊 and 群星庭院 are two dungeons that are unlocked midway through the main Suramar questline. They are unique when it comes to Legion dungeons, as they will be ONLY available on Mythic difficulty.

Because these dungeons will only be seen at level 110, they have unique loot - there are gear pieces with 2-piece set bonuses that you can obtain!
Some more details:

There is 1 set for each armor class, as well as 2 other sets that can be equipped by any armor class.
For all sets, one piece drops in 魔法回廊 and the other in 群星庭院

I received this - as a 'Mythic Warforged' 845 (my ilvl was 849) from a 'World Quest' to do the dungeon upon unlocking it. The other part 地道苦力皮靴 has yet to appear as a world quest for myself.

I got these today in Dragonflight as my highest vault reward - that brought them in at 395 ilvl (Mythic 7/13). The Jacin's Ruse set bonus is still present and active. The mastery increase at this ilvl is 69, which does not seem like good scaling for Dragonflight stats.
