Is the Earthfury shoulders appearance final or just a placeholder?

This item has a proc that would be a DPS gain in single target and AoE situations, but given how it works, it is mostly a single target legendary. Since 大地震击 is not part of the standard AoE rotation, using it during AoE to gamble on a proc is likely not worth it (as opposed to using the maelstrom for 地震术 instead).

Where this would shine would be a single target fight with periodic add spawns.

When it procs, the item grants the 大分裂的回响 buff (Spell ID 208723) that causes your next 地震术 to be free (normally consumes 50 Maelstrom) and to cause 100% increased damage.

The buff lasts for 10 seconds, or until you cast 地震术 (whichever comes first).

UPDATE: The latest Beta patch has adjusted many of the passive effects of these legendaries. The following represents the most current in-game data as of August 28/16 (many of the Wowhead tooltips have not been updated yet!)

This is one of the new legendary world drops that are coming in Legion. Some of these drops are class-specific, and others are shared between classes (or have no class requirement at all!)

At the beginning of Legion, only 1 legendary item can be equipped at a time. Over time, as the expansion progresses this cap will be increased (Source).

Here is some further information about these items:

The legendary items are intended to be used for the entire expansion. They are currently item level 895, and it remains to be seen whether this will change prior to release, or during Legion itself (for comparison, Mythic mode gear from 翡翠梦魇 is iLvl 880).
Thus far, it appears that legendaries will drop from dungeon bosses, raid bosses, PvP Strongboxes, Mythic+ Weekly Caches and World Quest Caches (rewarded after completing 4 world quests). As it stands, these will be the ONLY sources that will yield legendaries. While the legendaries are rare drops, they are not fully random - there will be ways to target specific items (Source).
More difficult content will have a higher chance of dropping these items (Source)

If the slot for the item is transmoggable, you can transmog these legendaries to other appearances, and vice versa (unlike legendary items from previous expansions) (Source)
Legion legendary procs/effects will be disabled in instanced PvP (Source)
Blizzard plans to institute a "suppression aura" in effect for a certain number of weeks after Mythic raids are available, which would disable any legendary item passive effects (they would still function normally as high-ilvl regular items, with the primary/secondary stats intact). (Source)

All legendary bonus effects are passive "Equip" effects (there are no "Use" effects on these items)
All Legion legendaries are Bind-on-Pickup, and cannot be sold, traded or listed on the Auction House.

This is not bad if AoE is your secondary concern, but in pure AoE situations it's basically gambling.

When capped at 100 maelstrom, you can either cast two earthquake totems (200% of EQ dmg in total, with 2 GCDs spent) or throw a shock followed by a free EQ (200% EQ dmg + Earth Shock dmg + 2GCDs). So in the best scenario, you essentially get a free 100 maelstrom Earth Shock. In the worst scenario, however, it doesn't proc and you ended up trading two EQ totems for a shock. Depending on the amount of monsters you need to AoE, this is simply not worth the risk in my opinion.

There are some very situational scenarios where this legendary has the potential to shine, but with the slow maelstrom generation in elemental, and the huge RNG-component to this item, I can't see myself using it over the other legendaries. Even at 100% chance, it's situational and leads to a more complicated rotation to make use of.

This is NOT the shadowlands legendary! The shadowlands legendary doesn't give a free cast chance like this one does.
