UPDATE: The latest Beta patch has adjusted many of the passive effects of these legendaries. The following represents the most current in-game data as of August 28/16 (many of the Wowhead tooltips have not been updated yet!)

This is one of the new legendary world drops that are coming in Legion. Some of these drops are class-specific, and others are shared between classes (or have no class requirement at all!)

At the beginning of Legion, only 1 legendary item can be equipped at a time. Over time, as the expansion progresses this cap will be increased (Source).

Here is some further information about these items:

The legendary items are intended to be used for the entire expansion. They are currently item level 895, and it remains to be seen whether this will change prior to release, or during Legion itself (for comparison, Mythic mode gear from 翡翠梦魇 is iLvl 880).
Thus far, it appears that legendaries will drop from dungeon bosses, raid bosses, PvP Strongboxes, Mythic+ Weekly Caches and World Quest Caches (rewarded after completing 4 world quests). As it stands, these will be the ONLY sources that will yield legendaries. While the legendaries are rare drops, they are not fully random - there will be ways to target specific items (Source).
More difficult content will have a higher chance of dropping these items (Source)

Some level of bad luck streak protection also applies to legendary items (i.e. the chances of you getting a legendary will slowly increase if you don't have one drop). (Source: Legion Summit Dev Interview, Video | Text Summary)
If the slot for the item is transmoggable, you can transmog these legendaries to other appearances, and vice versa (unlike legendary items from previous expansions) (Source)
Legion legendary procs/effects will be disabled in instanced PvP (Source)
Blizzard plans to institute a "suppression aura" in effect for a certain number of weeks after Mythic raids are available, which would disable any legendary item passive effects (they would still function normally as high-ilvl regular items, with the primary/secondary stats intact). (Source)

UPDATE - As per the latest information, Legion legendaries WILL BE allowed in all raid situations, INCLUDING Mythic difficulty. The previously noted "suppression aura" in Mythic will not be implemented. (Source: Legion Summit Dev Interview, Video | Text Summary)

All legendary bonus effects are passive "Equip" effects (there are no "Use" effects on these items)
All Legion legendaries are Bind-on-Pickup, and cannot be sold, traded or listed on the Auction House.

失落修道院的珠宝	Finger	Brewmaster	Increases the duration of 醉拳 by 3.0 sec.
扭曲观察者科里度斯之眼	Finger	Mistweaver	Each time 抚慰之雾 heals, the absorb amount of your next 作茧缚命 is increased by 1%.
雨息护腕	Wrist	Mistweaver	The remaining cooldown on 还魂术 is reduced by 2.0 sec each time you cast 复苏之雾.
黑焰护腿	Legs	Mistweaver	雷光聚神茶 also grants , 氤氲之雾, 精华之泉, 复苏之雾, and 活血术 1 extra charge at random.
谐唱肩甲	Shoulder	Mistweaver	抚慰之雾 heals a second injured ally within 15 yds for 50% of the amount healed.
伊萨斯，埃拉玛斯的月光滑翔靴	Feet	Mistweaver	旭日东升踢 causes your target's melee attacks to extend your heal over time effects by 2 sec.
欧维德的冬日裹布	Waist	Mistweaver	Each time 氤氲之雾 heals an ally at full health, its healing bonus spreads to up to 2 nearby allies within 20 yds.
塞纳德尔，报怨者	Back	Windwalker	The amount of damage that 业报之触 can redirect is increased by 150% of your maximum health.
角杯盖子	Wrist	Windwalker	The duration of 风火雷电 is extended by 0.6 sec for every Chi you spend.
燃烧军团的进攻	Finger	Windwalker	Increases the movement speed bonus of 疾风步 by 15%.
隐世大师的禁忌之触	Hands	Windwalker	轮回之触 can be used a second time within 3 sec before its cooldown is triggered.
卡特索之蚀	Feet	Windwalker	Reduce the cost of 怒雷破 by 2 Chi.

This might be too biased reference, but the name is similar to Yrra Cynril, a woman from the planet Xanshi which also has its' referance to it in the game, everything from Green Lantern comic books.
