This item is a drop that is part of a 2-piece set. Obtaining both pieces activates a 2-set bonus! These pieces can only be found in 魔法回廊 and 群星庭院.

魔法回廊 and 群星庭院 are two dungeons that are unlocked midway through the main Suramar questline. They are unique when it comes to Legion dungeons, as they will be ONLY available on Mythic difficulty.

Because these dungeons will only be seen at level 110, they have unique loot - there are gear pieces with 2-piece set bonuses that you can obtain!
Some more details:

There is 1 set for each armor class, as well as 2 other sets that can be equipped by any armor class.
For all sets, one piece drops in 魔法回廊 and the other in 群星庭院

Set bonus currently bugged for me as of this posting.

When fighting non-demons with demons in any proximity (as in Court of Stars/Arcway) it will proc on the nearest demon regardless of combat stats or obstructions.

We were pulling demon groups through walls and floors while fighting Suramar enemies today.

I was able to verify this was the set bonus in solo play in Suramar.

Both pieces can also drop from Thaumaturge vendor from Vindicator by spending veiled argunite. Can proc like all other items.

Both pieces may also be part of the weekly chest loot from mythic+ dungeons up to max ilvl.

The fact that this got revamped for Season 1 Dragonflight M+ makes me think that The Arcway is going to be on M+ Season 2
