One of six possible keys the Stratholme Courier drops when killed. Each key corresponds to a mailbox in a certain part of the city. Wowwiki has a nice map showing the locations of each.

After you open the third mailbox, Postmaster Malown will appear. He used to be a popular kill because he drops all the pieces for The Postmaster set.

The Courier is by Fras Siabi's Smoke Shop. Easiest way to get to him is go in the main entrance and take your first two lefts. He will be at the end of the path by the shop.
