If random critters explode near you, or neutral beasties decide to take exception to you being near, this item is probably why; the on-equip effect does a small amount of AoE damage around you periodically.
I got the random epic upgrade on mine and wanted to check the damage, so I got into combat with some of the grubs around the mob. Ill list the relevant combat log entries. "Your Flamescale hit Diseased Grub 10 Fire." next entry, " Your Flamescale hit Diseased Grub 10 Fire." Makes sense as I was in combat with 2, not significant enough damage to really consider this Equip relevant. Just wanted to give some numbers showing how low the damage was.

Equip effect is useless? Not at all!
It deals damage without any player input. Afk-tagging aside, it helps grab aggro on Razorgore without breaking control. And also allows to whittle down quest mobs that have to be taken below certain health percentage but get obliterted by any skill.

As a side note: The AoE Damage this chestpiece does is increased by mastery and spell effects that increase your fire damage. For example, the AoE damage is affected by Shaman mastery in enhancement. I thought this was humorous, as with it equipped I do 18 a non-crit tick (80% mastery) and roughly between 30-40 with a crit.
It's very useful for fights where you need to aggro things but not kill them (Spine of Deathwing comes to mind) and I suggest keeping it for this reason.

This effect seems to only happen if you are in combat. For an example, run up to a critter and it won't explode. however, kite a mob you are fighting next to the critter, and bam it explodes. same with pulling other neutral mobs, it only happens if you've already agro'd a mob.
there has got to be a way to use this... is there a low level area where you can agro a mob without having to be close to it (so you won't kill it with the aoe) and then have this afk farm other nearby low level stuff? combine it with some of the old trinkets that have a chance to heal you when you're hit or blocks XX amount of damage to make sure you can't slowly be wittled down ether. there are probably trinkets that have a chance of causing XX damage when hit too, which could be used to kill things faster after this chest agro's them.
basically what i'm asking people to find - an area where you can keep yourself stuck in combat, without having to stand near whatever is keeping you in combat.
