This blueprint becomes available for the Horde after one earns Friendly reputation with the Vol'jin's Headhunters in Tanaan Jungle. There is a quest chain called I Sunk Your Battleship .

When you speak to Shadow Hunter Denjai in Vol'mar hold (in a hut behind your Tanaan Planning Map), he says, "I can supply you with the battleship plans you need, but first, you need to prove your worth to the Vol'jin's Headhunters here in Tannan (sic) Jungle."

Alliance:
The plans to get the Threat counter Battleship: 舰船图纸：战列舰 is sold by 守备官科索斯 at Lion's Watch (58,60) in Tanaan Jungle.

This guy is where you turn in 我击沉了你的战列舰 and pick up dailies to get more 原油, apexis crystals, and Reputation with 先知之手

You need to reach honored (Edit: now just Friendly) with HotP to buy the this blueprint and the others he sells. A couple days of dailies and you're honored.

Horde:
暗影猎手德恩加 in Vol'mar (61,45) sells your 舰船图纸：战列舰 at *Friendly reputation with 沃金之锋

The 舰船图纸：战列舰 can be bought from 守备官科索斯 as Alliance and for Horde you can buy it from 暗影猎手德恩加.
The item will be 522G and 50S but will reduce in price whenever you get more reputation with the faction.

There was a recent hotfix that the requirments for this specific item has been reduced to Friendly

Warning, does not tell you if you already know it and it will happily let you buy more and learn them, wasting your gold.

as of 7/11/2015 I have friendly, and it says the item is locked, must be some other prerequisite.

I wanted to make a comment regarding the trouble many players say they are having purchasing the Battleship Blueprint after reaching friendly. I had the same problem today, so maybe others still have it. If the game is telling you the Battleship Blueprint is locked when attempting to purchase it, go to your Garrison and speak to the guy who begins the process of building your ship(s) (Solog Roark). Make sure there isn't a third option to build a Battleship. Apparently I had already purchased and learned the blueprint, which I believe is why the game was telling me the Blueprint was locked when I attempted to purchase it again. I hope this is the case for others as well and will hopefully solve the issue.

I think, there is too many people on trouble to purchase this blueprint from the Shadow Hunter Denjai in Vol'mar. I have same issue, it says it is locked.

There was posts on us forums about issue, but no any answer and also i couldn't post a reply. Because i'm eu player.

So, I understand the problem now. I have already get this blueprint via quest chain and learned. Solog Roark can build a battleship for me now. You need Battleship skill to counter Destroyer, i know.

Fleet tab, just rigt click and select decommission on any of your ship. Then you can build a battleship (also with default Battleship skill) from Solog Roark.

This is not a Naval Equipment you can buy from Kronk Rutspark
