as costing 1000 Tricky Treats. I don't believe there is a way to get that many in one year (at least using 2013's calculations) so it will be interesting to see what the cost is for US realms.
I do believe this was meant to be available in 2014 as it was previewed on Chinese Battle.net and highlighted with an animated gif on Warcraft's twitter advertising the holiday. Would be misleading if it wasn't available.
Edit: This is not finalized, but they are leaning towards hotfixing the cost to 500 Tricky Treats.

The event lasts 14 days, by flying all over Eastern Kingdoms, i was able to get over 70 tricky-treats from the candy bowls. meaning it is in fact possible to get this, by farming every day all day. if the same amount goes for kalimdor aswell, then it is possible to obtain therabouts 200 tricky-treats in a single day, meaning you could gather it in 5 days if you are farming your asses off that is :D
so, they add a really cool item that we can't actually get because there is no way to get 1k treats in 1 year and they don't carry over... -_-
And, it has 50 charges peeps. Shame its not unlimited and a toybox item.
Just confirming earlier post: it does cost 1000 Treats on EU realms and has just 1 (one!) charge (at least that's what I see in-game on vendor).

We won't be testing these fixes until Monday, so until they're applied and listed in the Hotfixes blog these are just current intentions. Assuming it all goes to the current plan: the cost is being adjusted down by half, we're ensuring it is indeed 50 charges (20min per charge), and that it's usable outside of the Hallow's End event period. Keep in mind that when the hotfixes go out the cost shown on the vendor won't change, but the item will indeed be purchasable for the hotfixed amount.

Feign Death: The helm, which I note the costume doesn't even seems to have, falls off and you die like LK did in the Icecrown raid.
Either way, I am glad I at least have an Ashkandi or something to use as a sword for this costume. Being a hunter, my options are rather limited.

Honestly I cant handle limited charge items, too many of those on Timeless that could have been insane unlimiteds (which considering the time it can take to farm them, they should be). Could easily justify them with longish cooldowns..aslong as they dont run out!

After farming all the inn's (Kalimdor/Eastern Kingdoms/Outlands/Northrend/Pandaria) which literally took hours on end (i only had 280% flight speed at time) and doing all the hallowed ends dailies for 9 days ive finally reached over 500 tricky treats on my horde character. I can now buy it, despite it saying 1 charge still it's 50 charges. Still debating between this lich costume or the companions (e.g. pug) and companion costumes wihch are pemanent. Wish it was a toy or something or didn't have charges or if it was permanent but only usable during hallowed ends that would've been great instead. All that grinding for 50 charges, if i buy this i probably would never use it.
You CAN in fact mount in this costume, however you will need a costume that overrides it, eg
. Simply use it, mount up, and click it off. Your LK costume will still be there.
Having finally obtained it, thought you should know a few things:
-Your weapon does not change. No Frostmourne :( but hey! You can wield
if you got it!
-No Helm of Domination. No helm at all, for that matter, regardless of what you're wearing. Vry'kul drinking horn didn't apply the helmet effect but still applied the growth effect.
-You're kind of small while wearing it. Maybe it was because I used the suit while under the effects of a growth buff at the time but you need a growth buff to be 'normal' size. Will have to test again later.
-You are full-on human model in this suit. You can do all human emotes including /dance and /train.
-Despite the above, you cannot mount up in this suit. EDIT: Apparently you can if you use another costume that overrides it that you can mount up in. See Mormolyce's post.
-Entering combat does not break the suit. Not sure about taking damage but I'd assume you keep it on.
-Yes, it says 1 charge on the vendor. It is 50 charges when you have it in your inventory. 20 minutes each charge.
Of course, if you haven't been actively trying to get the suit anyway, you wont get it now until next year if you have bought anything else this season or missed doing the dailies for more than I think 3-4 days. If you are still on pace for getting the suit before the event ends, be sure to use an alt to get the pets/toy!
As stated in previous comments you cannot mount up while shapeshifted into Arthas. BUT you can transform into Arthas while you are mounted up! Finally we can see Arthas ride
is a good substitute for Frostmourne. Nowhere near as good as the original, but it will do if you ask me.
This costume item is only available during Hallow's End. It can be purchased for 500
, which is possible to obtain, but it takes a good amount of work (you must do all of the candy buckets, and do your best to complete dailies every single day during the event, including Horseman runs). It has 50 charges (for now), and is not considered a "toy", which means you cannot add it to your collection.
The duration of the costume is 20 minutes.
mount with it on, but you can activate another illusion on top of the costume, mount up, and remove the illusion, and remain mounted as Arthas... just don't dismount until you're
ready to. You can also activate the costume while already mounted, and it will not dismount you.
I'm sure it won't be too long before they hotfix this, so take advantage of it while you can.
This makes the costume less usable in a place like a Battleground where constant mounting needs to take place. Many illusion toys have very extensive cooldowns on them, and it won't be long before you run out of options just to use mounts while under the effect of the costume. When grinding the treats for this, I was hoping I'd get to ride into PvP battle with it atop a deathcharger or Invincible... alas, no such joy. If you got this for fun with PvP, I'm afraid you're going to be let down.
One illusion effect I can think of that doesn't have a cooldown and allows you to mount is
Burgy Blackheart's Handsome Hat
, which you can put on to turn into a gnome pirate, mount up/switch mounts, then reapply your actual helm. Obviously, if you want to do this in PvP, you need to be quick about changing gear items, and needless to say, it's kind of a pain to use such a workaround.

That is the only thing that's been changed. The following still occurs:
Druid shapeshifting does not remove the costume, but you don't keep the illusion while in other forms-- you won't be able to bear tank as Arthas, for example, or shred as Arthas kitty. I haven't attempted trying it in moonkin, since I don't have that spec.
He is regular human size (in other words, puny. He's shorter than pandas. It is very non-threatening. Even female blood elves stand taller. Growth effects like the
Vrykul Drinking Horn
do work to increase his size, but not by much), and does
use the new, updated human models. He's just the same old Arthas he always was: blocky and expressionless-- unless, of course, you count "permanent evil smirk" as an expression.
Your weapon doesn't change into Frostmourne. Sorry for the bad news.
Combat does not remove the effect.
I sacrificed a charge to determine whether or not the effect persists through death.
It does not.
Once you die, the costume is removed. Very disappointing.
Even with the costume on, you keep your own voice (except when you're laughing. It uses both your voice and a human male's at the same time. It's very weird).
With these things in mind, I'm debating whether it was worth the work. Looking like Arthas is very cool. However, having only 50 charges, not having it in the Toy Box, not being able to keep the costume while shapeshifted as a druid, the model using the old skin, and the fact that it doesn't persist through death, it seems so far underwhelming. It's good that it has a 20 minute duration, but that's the only thing I find positive about it, other than combat not removing it. It's a bit better now that you can use mounts, but after some thought, I'm really not that excited about it-- not as much as I was when I started grinding those treats.
turned out to be a much better toy. At least that's permanent and lasts an hour-- even if shapeshifting does remove it for now.
It seems that its greatest use is for standing around in cities for 20 minutes looking like Arthas. Or maybe doing a dungeon that you're very certain you won't die in. I will say this though: working on my farm at Halfhill was pretty amusing with the outfit on.
So far, I'm feeling like I wasted a good amount of my time farming this. The chances are pretty high that it's going to sit in my bags (or rather now, it's my bank) until it's ever fixed and/or it's made into a toy.

The costume gives a 20 minute buff in which you guise as Arthas without his helmet. You cannot currently mount with the buff active, and entering a pet battle will drop the costume.

WIth current patch (6.2.2) the buff from costume lasts longer, 60min up from 20min, and it also persist through death.

Not sure if its ever been pointed out before but this costume (and I only assume this would probably be the same case with the deathwing costume) interacts strangely with certain toy effects. For example: Blazing Wings, this graphic appears sideways on your character's back while under the effect of this costume. It also has numerous strange and glitchy interactions with other toys like banners and anything that would appear on your characters back. (which i've submitted bug reports for, cause they're not fun or interesting, just glitchy heh ^_^ )
That aside i obtained this costume in the first day of the Hallowed Ends event by doing the dailies and trick or treating Northrend, Pandaria, and Eastern Kingdom. The Deathwing costume offered during this event looks a bit odd, considering most of us are used to viewing Deathwing in his Dragon form but i intend to obtain that one as well.

When you use it, it changes your appearance to that of the Lich King, Arthas Menethil(minus the weapon). It lasts for an hour, and persists through combat/death.

You can fight in it fly in it and now it seems it does not not dissapear after death. Just tried it out by leaping from the top of icecrown...costume is still up after ressurection.
