As of patch 2.3 this neck item has been changed lowering it's Spirit by 5, and increasing damage and healing done by magical spells and effects by up to 12 whilst equipped.

A good change in my opinion and any casters first choice when reaching this lvl, thus you can get loads of other great necks out there, but they often come with a much lower drop rate and may be bought off the action house for ridiculous prices for some few +X/+Y extra.

A nice tankadin neck item too, the stamina is pretty good, and it is a good source of spell damage which is very rare at this level.

This necklace actually gives +10 to Intellect, not +9 as stated in the tooltip.
