This item's cooldown is not affected by your Hearthstone cooldown, therefore you can use your hearthstone and then this cloak in case you need to hearth again but your hearthstone is still on cooldown.

The 430 helms are not listed anywhere in the dungeon journal so I guess they've been data-mined, and we're to assume that they drop from whatever hidden encounter there is inside of the dungeon?

The profession recipes drop from trash as well. I haven't been able to kill any bosses yet but I've gotten all the Cooking and most of the Alchemy from the trash leading up to the first boss.
