Several lore books can be found in Uldaman: Legacy of Tyr. These books contain some very interesting implications about the lore of World of Warcraft.
Edicts of the Prime Designate, Volume 742
Authored by Titan Keeper Odyn and addressed to his fellow Keepers,

reemphasizes Odyn's scorn for the mortal races and his tendency to use force to impose his will. It also contains his orders that all records of the "advancements" of the Black Empire be purged from history, as well as any mention of the First Ones, claiming that this information would only be confusing to mortals.
Edicts of the Prime Designate, Volume 742
Keepers,
It has been brought to my attention that, as of late, many of you have become fascinated by the emergence of mortal beings. That is, creatures born of flash rather than crafted of stone and steel like our loyal titan-forged.
While my initial impulse was to eradicate these aberrations before they evolved further, I now believe they may prove useful if properly controlled.
Yet even as we guide their development according to the edicts of the titans, we must always remember that mortal minds are destined to be small and incapable of complex understanding.
Therefore, as your Prime Designate, I must establish a few minor--but necessary--regulations to govern your interactions with these nascent beings.
First: All historical records documenting the advancements of the Black Empire are to be purged immediately.
Paint that age as one of chaos and misery, a pernicious blight that we keepers eradicated. With the Old Gods locked in confinement, there should be no evidence available to contradict our assertions.
Surely if you care for these mortals, you would not wish to see them led astray into darkness.
Second: Attribute all accomplishments and works of wonder to the titans alone.
Despite the relentless arguments made by some of you, this is not a fallacy. After all, can anything truly be said to exist until it has been ordered? Of course not.
Therefore, it is irrefutable that the titans are the source of all creation.
Third: Do not share knowledge of the First Ones.
Mortals could not conceive of the wonders that the makers granted to the titans in Zereth Ordus. Thus, learning of the Progenitors would only confuse them.
It is enough that mortals know the titans brought Order to the cosmos, and that they are owed deference.
While some among you would prefer to argue these points further, such debate can no longer be tolerated.
I remind you that I speak with the authority of the titans, and any further dissent may cause me to question whether you have succumbed to outside influences.
Remember: Life is chaos. It must be controlled.

Odyn's View of Mortals - Useful if Properly Controlled
While on the surface, Titan Keeper Odyn enjoys presenting himself as a benevolent warrior god, there have been
hints that he should not be trusted
for years. Not only did he treat Helya atrociously, but he was also against the creation of the Dragon Aspects from the start, seeing the proto-dragons as inherently inferior creatures.
Odyn's

further develops his obvious scorn for anything outside the Titans' creation, as he describes once wishing to "eradicate" all mortal races - and, in fact, only changed his mind because he came to believe we could "prove useful if controlled".
Black Empire's "Advancements" Purged from History
Odyn goes on to describe the steps that must be taken in order to properly control us mortals, and they are.. quite something. For a start, he orders that all historical records that describe the Black Empire's "advancements" be destroyed.
"Paint that age as one of chaos and misery, a pernicious blight that we keepers eradicated."
This is, of course, exactly how we view the time of the Black Empire - Odyn's propaganda worked.
However, this doesn't mean that the time when the Old Gods ruled was really actually quite lovely. We've visited Ny'alotha ourselves, most recently during
Battle for Azeroth
, and it certainly seemed as chaotic and miserable as Odyn would have us believe. That said, the Void Elves - led by Alleria Windrunner - have shown that there can be a benefit from working with the Void.
Whether or not Alleria has the right idea, or will simply fall to the whispers of the Old Gods like so many others who have come into contact with the Void, remains to be seen. However, at the least we can be sure that we don't entirely know all the details. Exactly what were these "advancements" of the Black Empire, and why would knowing them risk leading us "astray into darkness"?
We suspect the message here is less "Actually, the Old Gods are good", and more that the cosmological forces are not quite as divided up into absolutely good and absolutely evil as we might have previously thought. There have already been reasons to believe the cosmic force of Light isn't always as benevolent as it likes to appear. We have seen the realms of Death and know that its denizens are no more inherently evil than anyone else. Perhaps, then, good can be found even in the forces of the Void.
Or perhaps it's all just another Old God trick. It's pretty hard to know.
First Ones Also Purged from History
Next, Odyn uses some pretty amazing logic to explain why it's best to keep mortals in the dark about the First Ones - who we now know were the real creators of the universe - and why for so long we believed it was the Titans.
We also learn of the name of Order's Zereth - Zereth Ordus. (Honestly, we could have probably guessed that one ourselves.)
With World of Warcraft's cosmology the way it is, it has to be said it was not making a lot of sense that beings from one node of the cosmological chart could be responsible for all creation. However, the Titans do still seem to have still played a truly god-like role in the universe. In fact, by bringing Order to the cosmos, it could be said they've played an even more significant role to us mortals than the ever-abstract and absent First Ones.
Order vs Control
Finally, Odyn ends his edict with some good, old-fashioned fascist tendencies. Merely questioning his orders seems like it will be enough to cause suspicion to fall on the questioner.
Throughout this edict, Odyn makes reference to his desire to control. This is not only in keeping with his character - Odyn's treatment of Helya in particular showed how easily he will use force when others don't willingly follow his order - it is in keeping with his place on the Cosmological chart.
The Titans, and, by extension, their Keepers, are part of the Cosmological force of Order. For the most part, this force has been seen by mortals as good - it was the Titans who brought order to our world of Azeroth after all. However, unchecked order is, by definition, control. Odyn is demonstrating what can happen when the cosmological force of Order is not properly kept in balance by the other cosmological forces. In contrast, the same edict illustrates that there's reason to believe the Void may not be as irrideemably evil as we thought.
There have been hints that a war is brewing between the Cosmological forces for some time, with each one believing they should have ultimate control over the universe. However, the Cosmological chart itself seems to suggest that there should be a balance between the forces - with each keeping the other one in check. Whatever happens, the reveals in this edict by Odyn certain leaves us mortals with plenty of food for thought.

Progress Report: Uldorus
Authored by Titan Keeper Tyr and addressed to his fellow Keeper, Loken,

, another Dragonflight dungeon, and the waters which flow beneath it. These waters originate from a well similar to the Well of Eternity, and they are used by the Dragonflights to nurture their eggs in the Life Pools of the Waking Shore.
Tyr describes infusing the waters with Order Magic in order to gently influence dragons towards aligning with the Titans' worldview. He also reveals that Galakrond's transformation was caused by these waters becoming corrupted by the Old Gods. Dragonflight's Lead Narrative Designer, Steve Danuser, has since been asked about the Titans' questionable methods, and while he did not deny the waters are being used to influence dragons, he clarified it's not as 'draconic' as out-right mind-control.
Tyr also reveals that Tyrhold is the Titan-facility Uldorus, an area first mentioned during
Battle for Azeroth
.
Progress Report: Uldorus
Brother Loken,
As you requested, I offer the following report on the progress toward our objectives.
I am pleased to say that the Halls of Infusion are now operational. Though the work of imbuing Order magic into the wellspring is only beginning, I remain optimistic that the process will prove effective.
Already we are detecting reduced levels of contamination. I hope your investigation into how Yogg-Saron compromised these living waters will yield answers.
In the meantime, we can be assured that the evolution of another Galakrond will not be triggered by consuming unfiltered water.
Once purification is complete, an additional benefit will be found in offering the infused water to dragonkind.
By ingesting the water (or causing their eggs to absorb its effects), it should be possible to keep even the most willful dragons aligned with the titans' philosophies.
Our efforts to bring the proto-dragons in line have faced resistance, but I am formulating a strategy to speed the process along.
Construction of the facility atop the Halls of Infusion is proceeding apace.
Though the station is to be designated Uldorus, I must reluctantly report that the dragons have taken to calling the structure by the name Tyrhold.
I will do my best to ensure our titan-forged workforce does not also adopt this embarrassing pseudonym. But as of late, they seem to be expressing more and more opinions of their own.
In closing, let me underscore once again how fervently I disagree with the assertions of Prime Designate Odyn concerning the unsuitability of the Dragon Aspects.
I have every confidence that they will prove fervent allies on our shared goals of keeping the world structured and disciplined.

Tyr's Progress Report is directed to Loken - a fellow Titan Keeper who would later fall to the corrupting whispers of the Old God Yogg-Saron. Tyr describes an effort to infuse a wellspring with Order magic, mentioning the
Halls of Infusion
, a dungeon in Dragonflight.
Galakrond Finally Explained
The revelation comes next, with Keeper Tyr mentioning how the living waters became corrupted by Yogg-Saron himself. He seems pleased that the contamination has been dealt with, and that consuming unfiltered water won't trigger "another Galakrond", suggesting that this was the exact origin of the so-called progenitor of dragonkind - Galakrond's transformation came as a result of consuming unfiltered water that had been corrupted by the Old Gods.
Order's Controlling Side
Tyr drops another bombshell when he describes how the purified water - infused instead with the magic of Order - can be used to control "even the most willful dragons", forcing them to keep "aligned with the titans' philosophies".
This theme of Order turning into forceful control is one that is echoed in
another lore book found in Uldaman
, where Titan Keeper Odyn directly commands that the mortal races be kept in the dark about certain parts of history, such as the "advancements" of the Black Empire, and the existence of the First Ones.
Tyr's mentioning of causing the dragons' eggs to absorb the water's effects are especially interesting. In the Waking Shore, the Red Dragonflight nurture the eggs of all flights in the waters of the Ruby Life Pools, the site of another Dragonflight dungeon. The Adventure Guide description for this dungeon reads,
As the ancestral nesting grounds for the five flights, the Ruby Life Pools is a sacred place. The Red Dragonflight, whose charge is to nurture all life, protct these pools and the future of all dragonkind within them.
However, Raszageth and her primalists have come to steal that future away and infuse their own powers into the sacred pools. They must be stopped for dragonkind to thrive.
In the Waking Shore, the Red Dragonflight nurture the eggs of all flights in the waters of the Ruby Life Pools
It sounds very much like the Primalists understand how the Titans have used infusing dragon eggs with water to control them - and, as we know, the Primalists include those proto-dragons who resisted the Titans' philosophies - they are the first major antagonists of Dragonflight. However, this almost sympathetic framing can't help but remind us of the Forsworn of Bastion in Shadowlands.
While presented as antagonists at the start of Shadowlands, the Forsworn's concerns were also presented sympathetically. By the end of Shadowlands, the Kyrian had not only realized the Forsworn had a point, but had come to accept some of their philosophy. Kyrian society changed for the better as a result. We can't help but wonder if we will see a similar acceptance and understanding between the Dragonflights and the protodrakes by the end of Dragonflight.
Tyrhold - Uldorus - Still Contaminated?
In the
Dragonflight cinematic trailer
, the Titan Watcher Koranos reactivates the Beacon of Tyrhold, lighting the way for the Dragonflights to return to the Dragon Isles. Tyrhold is a titan fascility that sits atop Thaldraszus in the Dragon Isles, above the Halls of Infusion, and in this letter, Tyr refers to it by its true name: Uldorus.
If that name sounds familiar, it should. Uldorus is one of two titan-fascilities mentioned by the Maiden of Vitality, a titanic watcher responsible for monitoring the vitals of Azeroth's world soul. During the
Battle for Azeroth
questline to obtain the Heart of Azeroth, the Maiden of Vitality is found impaled on Azerite in the Chamber of the Heart. Though Magni seems to heal and restore her later, if you speak to her at the time, she says the following:
WARNING: Multiple containment breaches registered.
Recommended expurgation of following facilities:
Uldaman. Uldum. Uldorus. Ulduar. Uldir. Uldaz. Uld... Uld... Uld... Uld...

Does this mean the Order-infused waters that flow from the Halls of Infusion beneath Uldorus have once again become contaminated by the corruption of the Old Gods? We may have some
very
interesting times ahead.
Tyr finishes off his letter with a reference to the Dragon Aspects, and their value to the forces of Order. Once again, there is a sinister undertone, as he refers to them helping to keep "the world structured and disciplined".
Steve Danuser's Comments on Mind Control
Ian Bates from BlizzPlanet asked about the
recent lore books found in Uldaman
, which describe the practice of infusing dragon eggs with waters from below the Halls of Infusion to keep dragons aligned with the Titans' views.
By ingesting the water (or causing their eggs to absorb its effects), it should be possible to keep even the most willful dragons aligned with the titans' philosophies.
According to Steve, there are no sinister undertones to this practice. Infusing dragon eggs with waters from a Wellspring of Eternity makes them healthy and strong, and while it does encourage their thinking to be more orderly, this is something the Titans consider to be beneficial.
Ian: Hello, in the new Uldaman legacy of Tyr dungeon, you can find the book that says the keepers used waters from Tyrhold to keep the dragons loyal to the titans, does that mean the dragons are literally being mind controlled like we saw with Neltharion's gauntlet and the Dracthyr, or is it more of a figurative loyalty and how they said the waters were also inoculating them against getting them corrupted by Yogg-Saron like Galakrond did?
Steve: Yeah so, the wellspring upon which Tyrhold was built was a naturally occurring phenomenon, with waters that are akin to some of those that we've seen in places like the Well of Eternity, the Vale of Eternal Blossoms, and so forth. These are waters that are kind of touched by the energies of Azeroth, and as we've seen, Azeroth's energies are a force of change, and sometimes change can be a good thing and sometimes change can be a bad thing. Change on it's own is an uncontrolled phenomenon and the Titans and their servants don't like uncontrolled phenomenon, they like controlled outcomes, they like to put guard rails around things, and make sure that they get the outcomes that they want. And so, part of the reasoning for building Tyrhold where it was, was to be able to say hey, these energies need to be controlled. We can't just let random outcomes happen because those can be bad sometimes. And so, by putting Tyrhold over the top of it and having the Halls of Infusion by which they could infuse order magic into those waters, and then in turn feed those waters out to the life pools of the red flight, that ensures that from their point of view the proper kind of water is being fed to them. It still has the positive energies, it's good to feed to you know put the eggs in, helps them grow strong, all that sort of thing, but it also has that dose order in there, which is like putting fluoride into water, where it has an outcome that you want to have happen, which means that the eggs and so forth that would be put in that water would be more inclined to be orderly in their thought. And again, that's something that the Titans and their servants would be very interested in having happen. So you don't have to look at it as a sinister thing, you could look at it as oh they're trying to help the little whelplings. But the Titans want to serve the Titans agenda at the end of the day. And so, to have an orderly outcome is something that they would very much be in favor of.
no, the dragons are not being directly mind controlled. Influenced, and certainly Tyr want to nudge them towards certain things, but it's not as Draconian if you'll pardon the expression as direct mind control.
It should be said, this doesn't necessarily justify the Titans infusing dragon eggs with Order magic. Good intentions can still lead to bad practices. So while the Titan Keepers' intentions may well have been to help dragons, it is also possible that not everything should be aligned with Order - it is just one aspect of the Cosmological chart, after all.

Tyr's second letter,

, who Tyr first trusted the Discs of Norgannon to. In this letter, Tyr entrusts the second disc to his friends, asking them to bring it to the Dragon Aspects when it is safe to do so. Unfortunately, we killed Archaedas and Ironaya in the original Uldaman, so they never got the chance.
To My Staunchest Allies
My noble friends,
Forgive me for keeping secrets, but I instructed Sentinel Taldonras to withhold this message until you had safely reached your destination.
If you are reading this, then our worst fears have been realized. I have fallen to our foes, murdered on the order of the treacherous Loken.
But fear not, for I have prepared for this dark eventuality.
Along with the Discs of Norgannon that you carry, I have hidden another disc that holds a record of my own memories.
Talondras will ensure it is safeguarded within the depths of Uldaman until such time as it can be safely retrieved. I have fashioned the refti to be unquestioningly loyal to me.
Before departing Valdrakken, I left a gift in the care of the Dragon Aspects. Though they are unaware of its true purpose, the artifact can be used within the halls of Uldorus to outwit Loken's malignant schemes.
When it is safe to do so, bring my memory disc back to Uldorus and retrieve the item I gave to the Aspects. You will know what to do next.
Dearest Ironaya and the most noble Archaedas, I place my trust in you. When we stand together, nothing can overcome our unity.

Tyr's Memories
As the letter shows, Tyr entrusted this disc along with the Discs of Norgannon to Ironaya and Archaedas, who we defeated in our mission to obtain the Discs of Norgannon in the original dungeon of Uldaman.
Alexstrasza herself will send us into the Uldaman: Legacy of Tyr dungeon as early as the Dragonflight prepatch, specifically to retrieve the other disc - the one that holds Tyr's memories. However, we ultimately fail in our quest when the infinite dragon Chrono-Lord Deios manages to
make off with the disc before we can stop him
.
Chrono-Lord Deios: What have we here? Alexstrasza's lapdogs, I suspect.
Chrono-Lord Deios: I fear I will have to deny your Queen your prize. The disc you seek will be mine!
Chrono-Lord Deios: The disc may hold the secret to the Aspects regaining their power... and we cannot allow that to happen.
Chrono-Lord Deios: Now the disc is lost to time. Just as you are about to be.
Chrono-Lord Deios: Your efforts are impressive... but in vain.
Chrono-Lord Deios: The timelines are convering. There will be only one Aspect... and Murozond shall be... Infinite!
We ultimately fail in our quest when the infinite dragon Chrono-Lord Deios manages to make off with the disc before we can stop him.
Wreckage, Analysis Report
The author of
Wreckage Analysis Report
is a Watcher named Perethales, and it addressed to Keeper Odyn. The report is about a failed expedition to a place called Avaloren. This is the first time Avaloren has been mentioned. It seems an area that Odyn is determined to reach, but every expedition has failed.
Prime Designate,
I am writing to confirm that the wreckage discovered on our shores was indeed the remains of our most recent expedition to Avaloren. There were no survivors.
This marks the third failed attempt to reach that accursed place in the time since I assumed my post.
While I would not presume to question either your authority or your determination, I pray to the titans that the rumors I hear of a fourth expedition are merely speculation rather than fact.
Surely you can see that further pursuit of the heretics is folly. Yes, they must be made to answer for their crimes against Innaria and the other keepers, but their defenses are not to be underestimated.
The resources required to breach their lines are simply beyond our current capabilities. At least, not without jeopardizing containment of the prisoners in our charge.
Though I agree there is a risk in allowing their strength to grow, evidence suggests that the aggressive nature of the heretics will cause them to turn on one another and weaken their resolve. If we can be patient, an opportunity for retribution will present itself.
I beseech you, Prime Designate, let the fire of your wrath cool, at least for now. Its embers will be rekindled in due time.
If not, I fear that I will soon be authoring yet another report of a lost expedition, its final remnants dashed upon rock and wave.

Watcher Perethales
Watcher Perethales is a character who has not been seen or heard of outside this letter. (The closest that we can think of is Aspirant Thales - a Kyrian - but we're fairly confident Titan Watchers don't go to the Shadowlands when they die.)
Avaloren
Perethales' letter is about a failed expedition to a place called Avaloren. This is the first time Avaloren has been mentioned. It seems an area that Odyn is determined to reach, but every expedition has failed.
Unnamed Heretics & Keeper Innaria
The reason for Odyn's pursuit seems to have something to do with certain rebels - or, at least, rebels against Odyn - who have barricaded themselves in this area. Perethales mentions crimes against an unknown Keeper named Innaria - possibly these rebels were responsible for Innaria's death.
However, Perethales beseeches Odyn to give up the attempts to reach Avaloren, suggesting that the problem might resolve itself if the rebels are just left to fight amongst themselves.
Finally, Perethales mentions the lost expeditions dashing themselves on "rock and wave". We wonder if this means Avaloren is an island.
Observational Report: Earthen
Finally, a Watcher named Melenia has addressed the
Observational Report: Earthen
to her fellow Watchers. This report discusses the Curse of Flesh, and mentions a previously unheard-of area called Khaz Algar, (or Sector AR-938) apparently populated by a group that shares many common characteristics with the dwarves of Khaz Modan.
Fellow watchers,
When you were assigned to observe the state of our titan-forged subjects who, regretfully, fell under the influence of flesh, the keepers could not have anticipated the effort necessary to follow them as they spread throughout the world.
I shall do my best to ensure your perseverance is recognized. But for now, you are to continue your duties until a new directive is authorized.
It is apparent from your reports that the degree of transformation in titan-forged subjects is significantly diverse. There is no group in which this variance is more easily observable than the earthen.
While some have succumbed entirely to the malady, such as the earthen who emerged from Uldaman and called themselves dwarves, others remain resistant--whether in full or in part.
One particularly notable variant can be found in the earthen contingent dispatched to investigate the fissure detected in Sector AR-938 (for further details, search records related to geological anomalies).
In the course of their duties, these earthen began to manifest behaviors analogous to those which would one day be apparent in the self-styled dwarves, despite the two groups being separated by vast swaths of time and distance.
In fact, based on their origin dates, I could identify no corollary at all between these populations.
Yet while their behaviors, language, and demeanor show many similarities, (for example, assigning Sector AR-938 the colloquial name "Khaz Algar"), physiologically the two groups remain distant.
Is this distinctiveness due to exposure to the unique qualities of the anomaly, or is there another reason? We require more data before a conclusion can be reached.
As ever, your aid in this analysis remains invaluable. Remember, we are the eyes of the titans.

The letter discusses the Curse of Flesh, the Old God curse that transformed many titan-forged beings into mortals of flesh.
Khaz Algar
The letter mentions a previously unheard-of area called Khaz Algar, (or Sector AR-938) apparently populated by a group that shares many common characteristics with the dwarves of Khaz Modan. Other than that, all we know about this Khaz Algar is it seems to be underground somewhere.
