Best Arms Warrior Raid Talent Builds
Slayer is currently tuned higher than Colossus and is therefore recommended for most content, though the two talent builds and their rotations are surprisingly similar to one another, with the main difference of one using Ravager and the other Bladestorm.

The single target build plays much as it did during the pre-patch, keeping Mortal Strike and Overpower on cooldown and using Slam as a filler. However, increased use of Execute and Bladestorm take up a lot of those filler GCDs, while also leaving the build with an excess of rage and not many ways to burn it before reaching the Execute phase. During that final part of the encounter, Execute and Overpower take focus, with Mortal Strike used only with max buffs or to refresh Rend and Deep Wounds.

triggers often and should be used with

on the target, though you do not need to wait for all three stacks.

has very strong synergy with the new version of

, also combining with Colossus Smash to create strong damage windows. It should be used mostly on cooldown, alongside those other abilities as much as possible.

There is a lot of room for customization in this build, though it already takes virtually every damage and defensive talent in the class tree, including one wasted point in Shockwave that falls along required pathing, so there aren't many important talents left to take. Cons: Lots of free fillers causes excess rage that's hard to spend.

The sole addition to the rotation is

a short and powerful new cooldown, which differs from Frya'alth in that it benefits from Avatar and Colossus Smash. In practice though, it does not always line up with those cooldowns, as it has its own form of cooldown reduction independent from Anger Management.

should be used mostly on cooldown, without delaying more than a few seconds for any specific buff window.

Best Arms Warrior Mythic+ Talent Builds
Suitable for delves, dungeons, add-heavy raid encounters, and open world content, Arms multitarget builds largely revolve around maximizing

. This provides both strong priority and sustained multitarget damage, though lacks the burst value of Fury.
Interestingly, both Colossus and Slayer have powerful multitarget cooldowns, though neither are completely reliable, as they each have an uncontrolled form of cooldown reduction that can make it hard time when these abilities will become available. This again, reinforces Arms as more of a burst multitarget spec than one particularly well suited to sniping predictable sets of adds, though it can put a good amount of damage when the timing aligns.

for a stronger hit. Take care not to let stacks go to waste on dying targets and remember that cleaved Executes do not grant cooldown reduction, so be sure that any marked enemies are targeted directly before they die.

allows more frequent use of Cleave - Arms is more of a sustained damage dealer than a burst one now.

Players pushing very high Mythic+ dungeon keys may elect to take

to mitigate one shots, though be aware that the opportunity cost is significantly higher than in the past.
干练反射
may be the best general pick up, as it has some value in very specific Spell Reflect timing situations and reduces the cooldown of Pummel by the same amount as Concussive Blows. Though the amount of cooldown reduction given to each spell is so small they might not always have practical value, they do ultimately make those tools just a little more flexible.
震荡猛击
can be combined with Honed Reflexes for even greater reduction, should the need arise, while also providing a small damage increase.
破胆怒吼
is devalued by the low cooldown on Shockwave, though it can be an emergency backup if stun DR is a serious concern.
狂暴之吼
is incredibly niche, thanks to being a
reactive
break rather than a preemptive immunity and featuring a lower effective range than similar effects, forcing the party to group up or running the risk of ranged missing the effect.
刺耳怒吼
is similarly circumstantial, due to its cooldown and the already high prevalence of AoE slows brought by other classes.

Since still "no one" is apparently playing arms... lemme start over: I enjoy playing Arms a lot. I got a few questions tho: As of now I never play with FoB and dont even have WW on my bar (except from when i need anticap in rbgs that is...) I figured play m+ with 3times seismic wave and 3times lord of war does the aoe trick, so i dont need WW and cleave at all. For pvp and raids i use ST oriented traits (skipping ToM entirely tho, because i hate playing around that mechanic).
Thing is, I am puzzled, as to why i would ever pick FoB, only scenario I can imagine is the enhanced rage-burning (slam on 20, WW with FoB with 30, which is replacing slam) during ToM. Also, Rend looks nice, but i cant imagine playing without Massacre in any scenario. I cant get my head around that talent-row.

Tier 5 - Warbreaker doesn't increase the damage of colossus smash at all, it only changes it to an aoe ability. If you're dealing with packs this can be useful but if you're dealing with 1-2 mobs sweeping strikes can suffice.

I have been messing around with talents quite a bit lately. I like hybridbuilds in general and have testet exhilarating blows. I really cant get it to do much dps in any scenario. I am not an expert but I would like to post a suggestion. Watching this there may be many reasons not to play but ... give it a go ok? Its an easymode "fits all" kindo of build except maybe mass aoe. On my way to level 70 ill be grabbing Bladestorm, Merciless Bonegrinder and Spead of Bastion + buffs. Here is the build. I call it bleedless cleave:

Its focused on sweepings strike and spamming WW with Ferver of Battle. No Cleave, No Thunderclap and no Rend.
Sounds like its lacking something perhaps .. but try it out :-)

For the M+ build you want to take Exhilarating Blows or Strength of Arms over Reaping Swings.

I notice in the ST build, 1 point is Bloodborne is taken where as on Icy-Veins and the Discord version that point is in Exhilarating Blows. I'm guessing the Exhilarating Blows point is the way to go since the bleed build has declined?

The description for the T30 mythic+ build indicates that we "drop cleave" in favor of sweeping strikes, but cleave is still talented into. If we're not to use cleave anymore, wouldn't that point be better spent elsewhere?

A mythic+ build where Bladestorm (and Hurricane) is dropped for Skullsplitter and Tide of Blood should probably be mentioned as it's very popular. Massacre can then be dropped in favour of Cleave or Bladestorm in high target count scenarios like Brackenhide Hollow.
