Offensive Cooldown Usage for Frost Mages in Dragonflight
Frost Mage generally does not have any major cooldowns that affect its rotation, since the specialization focuses on dealing sustained damage throughout an entire fight.

Core Rotational Concept: Shatter

is an iconic and core mechanic for Frost Mages that massively amplifies the damage your spells. Taking full advantage of

is critical to playing Frost Mage and you must understand how to take full advantage of it if you want to master the specialization.
Shatter Combos

is commonly used to refer to any combination of spells that is used to apply a Frozen effect to activate

and deal a lot of quick damage, especially when multiple spells are cast at once so that they both benefit from a single Frozen effect.

Freeze Effects
Frost Mages have many

. These spells are all broken by damage, but will be active for a brief minimum duration allowing them to be comboed with damage spells when fighting targets like dungeon trash that can be Rooted or Stunned.

Unlike Legion, you should not immediately consume the Brain Freeze proc from Ebonbolt if you are playing with Brain Freeze. See below.
I think the second Brain Freeze is supposed to say Glacial Spike, yes?

For dungeons especially, we can shatter Glacial Spike with our pet freeze when no procs are up and Ebonbolt is on cd. No more lonliness, time to play with our little buddy more.

You should get rid of all of your Fingers of Frost charges before casting a Brain Freeze-Flurry, and then immediately follow the cast with an Ice Lance. However, if you have both Fingers of Frost and Brain Freeze, prioritize using the Brain Freeze proc.
This doesn't make any sense. The only time you cast a "Brain Freeze-Flurry" is if you have the Brain Freeze proc. The only time you use Fingers of Frost is if you have a Fingers of Frost charge. So the first sentence is always overridden by the second, and you guys are saying to always just waste a Fingers of Frost proc if it comes up at the same time as Brain Freeze.

If you have both Fingers of Frost and Brain Freeze,
prioritize
using the Brain Freeze proc (as it deals more damage and doesn't stack, unlike Fingers of Frost) if you are casting Frostbolt/Ebonbolt already, or Ice Lance if not.
In much simpler terms, the baseline Frost Mage rotation can be summed up as: Frostbolt until you get Fingers of Frost or Brain Freeze.
Prioritize
using Fingers of Frost procs over Brain Freeze, unless you are casting. Use Frozen Orb and Icy Veins on cooldown.

I can't really tell what you're trying to do with the "Multitarget" section and especially the Priority list. At first, I assumed because it's the only list under Multitarget it had to be Cleave and AoE both, but then, if it is, it simply put, inaccurate. Ice Nova scales differently per target hit so it can't remain above Comet infinitely(Speaking of which, IN is 180% SP while CS is 42%x7=294, shouldn't Comet be above IN anyway?). If indeed this is a priority list for both, Even without talents and with no Legendary - Using this guide's multi-target priority list - I should be throwing Ice Lances instead of using Arcane Explosion when I have 20 targets around me. This is obviously incorrect. Since it does not follow AoE logistics it cannot be for both, this suggests the priority list is for Cleave. In the priority list, AE is last only to Frostbolt, this also suggests this is a cleave priority list.
What further confuses me, the first thing you do under Multitarget is point out that cleave follows single target rotation and just to take Splitting Ice. This suggests that the multitarget priority list should be for AoE. Having it be for AoE also keeps the flow of the guide from ST, to Cleave, to AoE(Opposed to ST, to Cleave, to AoE, back to Cleave). Since there is no mention of AoE priority other than Blizzard and Arcane Explosion, it is missing talent priority, Frost Orb, CoC, and what to do once you're out of mana. That also makes it likely for the priority list to be for AoE. But because of reasons already stated, it doesn't make sense for it to be AoE, or a hybrid of Cleave and AoE.
I have no idea what this priority list was designed for.If it's for both Cleave and AoE; it doesn't follow AoE logistics. If it's for Cleave; the guide already sort of says it's redundant and there's a lot of missing information regarding AoE. Regardless, the bit stating to use Blizzard and AE in AoE situations above all else isn't as helpful as it could be when a large and bold priority list that does not have "Cleave" or any specifications anywhere near it, says otherwise. It makes your guide contradict itself.
In my opinion - Cleave and AoE should be separated rather than a catch-all "Multitarget" while only providing a priority list for what realistically is only Cleave. This could add a differential on spells moving up in priority for different numbers of targets. If you decide to keep it as is(Under one header), please move the AoE selection below the Cleave priority so it flows from ST, to Cleave, then to AoE in a growing fashion and greatly expand on the AoE section.
Touching up on a prior mention - there's no mention of Cone of Cold other than the abilities section. If you have a lot of targets, CoC (Even better if you can pet shatter) will greatly overtake a Frostbolt in beneficial damage. Adding Ebonbolt to multitarget priority and not CoC doesn't make sense. CoC being currently 37.5% SP, should make it beneficial to shatter at 4 targets over FoF procs unless Splitting Ice is taken. Max Chain Reaction IL loses to CoC without shatter at 5-6 targets depending on critical strike chance.
Maybe oversight?
1) Change AE to 4+ targets. Thanks to FoF/Shatter's crit probability, even baseline should IL beat out AE at 3 targets, while AE wins at 4.
2) The Shifting Power mention stating to only use if more than 3 targets is in the single target section - put this in the Multitarget section. In the ST section, I'd replace this with a mention saying to only use if you're targetless due to an intermission.
Bad Napkin Maths (Correct me if I'm wrong here):
(Assuming 200% critical damage, which I pulled from in-game tests to make sure it was unchanged. Hoping this is accurate)
IL:
37.8%SPx3 due to Frozen = 113.4.
113.4x50% chance to crit 200% damage = 56.7 probability SP.
56.7+113.4=170.1SP
AE = 50x3=150.
IL wins.
The difference only really grew in favour of IL as crit increases as it should, thanks to Shatter's 1.5 crit modifier. We would currently need to be over the soft cap of crit in order for AE to be better than IL at only 3 targets.
at 33.3%
IL=226.8
AE =199.95 (50x0.333=16.65+
16.65+50=66.65
66.65x3=199.95; not adjusting for multi target multi-roll insanity)
Regarding CoC:
33.3/shatter softcap(For the benefit of IL, less crit before softcap makes CoC stronger), at 6 targets, non-frozen, it wins. Splitting Ice is different of course, but the current AoE talent design shows Freezing Rain as stronger.
CoC damage: 35.7x1.33=47.481x6=284.886
Max Chain Reaction: 113.4+15%(3%x5stacks)=17.01=130.41 SP.100% critical chance. 260.82 SP.

I noticed that the talents used for the rotation is wildly different than the best talents written in the talent page. Is this a case by case basis when you switch to ebon bolt, ice nova, and comet storm? Or can you get away with sticking with the talents listen on the talent specific page?

Consuminf FoF proc into Winter's Chill debuff is a big dps loss. So, if you haven't already started new fb cast having both procs then you do FoFs first and BF proc second.

I'm seeing that much of this guidance is 2 years old and it's possible that this requires updating. I don't know if my rotation is the best one out there, but pulled 12.5k dps on the last Anduin kill we had and this is how I prioritize my rotating spells. Don't always bust your cds at the start--it depends on the fight, in the first part of Tierna Synthe (for example), you do a normal rotation till you knock the tree out of mind control--then you pop everything on the boss.
So I (necrolord) open for max dps in this order: icy veins, timewarp, deathborne, int potion--start spamming frostbolt. I don't have any "use" trinkets; I have unbound changeling and infinitely divisible ooze.
while you're frostbolting:
1. On FoF proc: insta ice lance on fingers of frost--you don't want to lose those, you can only have 2 at a time max, and they will re-proc and refresh--whether or not you use them, and that means you lost dps from an icelance crit you didn't cast.
2. Brain Freeze sub-rotation: When you get a brain freeze: cast a frostbolt, then mash flurry--the first bb from flury will beat the frostbolt in flight on the way to the target and debuff the target with "frozen" so your frostbolt will crit every time, then subsequent bbs all refresh the frozen debuff back to 2. So you frostbolt, flurry, icelance, icelance, and everything crits. If you are the perfect distance, you can frostbolt, flury, and icelance (which moves slower than flury, so you can't do this at max range, but if youre the right distance you can land an icelance before the last bb from flurry hits, so you can get a frostbolt, flurry, and 3x icelance crits from one brain freeze proc.
--Try to don't cast brainfreeze when you have FoF proc'd: all that will do is eat both a frozen debuff and the FoF proc with the same icelance. try to empty the FoF procs before the Brain Freeze sub-rotatoin.
3. Frostbolt spam.
Pro-Tips:
for key aoe. I have a macro that centers a blizzard on me and frozen orb stops the minute it hits something, so if you throw a frozen orb from a distance at a pack you want to aoe, it only really tics on the one or two that are close to you. I walk up to the pac where the melee dps are, and hit icy veins which drops my rune, i cast blizzard, cast frozen orb right in the middle, frost nova, cone of cold, then spam frostbolts. Icy propulsion conduit ticks almost a second off the cd for crits, and icy propulsion extends icy veins when you get a crit against a frozen target, so all those tics and crits mean that you're going to pretty much have 100% uptime for icyveins during aoe if you do it right. you can do this really efficiently with the frozen orb talent because it makes your blizzard instant cast, and if you pay attention, you can actually get 2 instant cast blizzards off of one frozen orb if you hit blizzard right away after the first one finishes. that's if you want to be great at aoe damage--i think its better to be good at aoe and great at boss killing; frost mages have a great automatic 2/3 target cleave with splitting ice and deathborne-frostbolts (you spit out up to 3 frostbolts per cast--that's what I take). I don't take the 20% more procs because if you check your Details!, you'll see that your procs actually refresh before you can use them, more than 20% anyway, so if you're doing your rotation right, that's just a waste of a talent imo.
But the key to key aoe dps is always throwing that blizzard/frost orb/nova/coneofcold out, not really for the damage (but it's not bad damage), but you really do it to make sure that you are propelling your icy veins.
--I learned this because i was doing a key with a mage that I totally outgeared--my gear wrecked his, but he smoked my dps; I did 10k, he did 14k. I figured out he did it by casting blizzard all the time--the damage wasn't from blizzard though. His icy veins uptime was 60% of the whole key--mine was 20%, that's how he out played me--all the little crits kept his icy veins up 3x more than me which is how he out damaged me.
stop stacking crit at 33.3% (that's all you need to guarantee crits against frozen targets)--you can actually get away with less than that though because there's always food and raid buffs that give you more crit so you don't actually need to go all the way to 33.3. 31 or 32 is probably more than enough. I'm going to try 30 and see what happens.
stop stacking haste at 30% because when you hero+icy veins+legendary and all the haste buffs you get, you will cast frostbolt faster than the global cooldown--it rips. You'll be tempted to just spam frostbolt because it's pretty badass to rip 3 frostbolts at a time faster than a 1 sec cast so, as necrolord when you go skele with maximum cd's popped, you have 3 waves of 3 frostbolts flying through the air at max range, and damage hammering--I've routinely bursted at 35k dps for 20 seconds with everything popped.
Then it's all versatility for the straight damage increase--when i run simulators mastery is always below versatility. It's not horrible, but get your crit close to capped, cap your haste at a tiny bit more than 30%, then all versatility.
One more thing blink to move when you can--go to the trainer and get the blink where you blink the direction you move, not straight forward. so strafe quick in the direction you want to go, blink and keep casting. If you know you're going to need to run because stuff on the ground is going to appear or something, then try to store up 2 FoF procs and a BF proc, so that will let you move, and still be throwing out big damage for at least 6 seconds, when you strafe to move while facing the boss, you can throw icelance, icelance (eating your FoF procs), flurry (eating the BF proc), and then icelance, icelance, which will crit against the frozen target--so when you move for 6 seconds, you're still going to be doing insane damage. If you take ice floes, then you can rip some frostbolts on the move too--but that's too hardcore for me.
This rotation will make you a very competent mage-dps'r. If you can master keeping your icy veins up-time really high (with the rotation and all the baby crits from blizzards and cold orbs) then you will post astounding dps as a frost mage.
This is the rotation/priority that I think works well for me.

I noticed in the single target you have
frostbolt
instant cast flurry as frostbolt is traveling, you get a free shatter (does not take a winters chill and shatters if flurry hits b4 frost bolt)
icy veins
comet storm (aoe does not take up winters chill but still shatters cause of winters chill)
ice lance ( that takes a winters chill, so now we are at 1 left)
ray of frost (does not take winters chill but still shatters)
Ice lance (takes another winters chill, we are at 0 now)
*now ice lance again. this ice lance should not be recommended *is does not shatter*
Correct me if im wrong, but this is what i see.
