The Timewalking version of the Mage Tower Challenge follows Timewalking gear rules. Your gear, trinkets and stats do matter, but all your gear is scaled down to a maximum item level of 50. In order to maintain a similar challenge throughout expansions. many items and abilities have been deliberately disabled.
To avoid unnecessary farming of past expansion gear, this guide will be aimed at getting your Dragonflight character through the Mage Tower Challenge using mostly items readily available in the current Dragonflight expansion. Particularly powerful items from past expansions will be noted below but shouldn't be necessary to complete the challenge though they may give you an additional edge. Below we'll provide a thorough breakdown of the Mage Tower challenge encounter detailing a step-by-step walkthrough of each stage or phase as well as notable enemies and abilities. We'll offer strategies for overcoming each obstacle though there's usually multiple ways of overcoming difficulties. You can also watch the VOD above of me playing through the mage tower.
Cooldown Timings
First time

Your second phase where you are running away from

you try to drag it out as long as possible to allow your cooldowns to come back up. This is really important as it will help you kill the boss a lot easier. I've found that pushing the boss after the 3rd hand is the most optimal time for me, but whatever works for you can also suffice.
Second time

Phase 1

when he gets close enough to you. He will also drop puddles under himself while moving, which do no damage but slow for a considerable amount.

- Deals massive fire damage and knocks the player back a considerable distance.

- Upon reaching 33% health, Karam will become immune to damage and channel this heal for about 35% of his health.
The way you deal with this boss is running around, maintaining

and DOTs, and saving cooldowns for the P2 boss. Additionally, you can use

up then you will drop low but be able to live. I would recommend just killing the adds as it makes everything a lot easier. You will likely want to get 3 hands and then push the boss as it allows your cooldowns to come up a bit easier.
Whenever the repeat of Phase 1 is over, you really want to make sure that

is as far as possible. This will make dealing with the Phase 3 mechanics a lot easier.
The Phase 2 repeat is basically the same thing. You really would like to have your cooldowns available for this burst since you do not have to run away from

like you will in P3 while trying to soak the

that will spawn in P3 thus delaying the killing of

is important.
Phase 3
Phase 3 is the same as Phase 2, except

I killed Karam first to be safe but Raest seemed to have enraged? Shadowbolt just hits me like a truck. Wowhead doesn't mention this and I don't remember this enrage being a thing back in legion. I'll just tunnel Raest in future attempts but this is something to keep in mind

Before committing to the burn strat, I decided to see what happens if I killed Karam first. Raest enrages and hits for around 1.7k (~20 vers). Between

(despite the nerf) I was able to bring him down from around 70%. I put some dots on the adds and cleaved/kited with starfall to passively proc the trinked and used regrowth/swiftmend when low. No mana issues.

Stellar Drift doesn't seem very helpful at all, actually. I'm running away from Karam, so I'm almost always facing away from him, rendering Wrath and Starfire useless even with Stellar Drift removing the standing-still requirement.

Looking at the guides of Naguura, Tettles and other streamers who have completed this on Boomy; the constant theme for success as a Balance Druid on this fight has seemingly been the Troll Racial. That Berserking Racial is hugely powerful making those short burst windows so much more powerful. Without it, this fight is a LOT harder and lasting a lot longer than any of the vids out there currently. (In my case I see a difference of around 10% damage on Raest in the first window alone - Lowest I can get him is around 75-78% in the opening burst window - in the videos the streamers are getting him down to low 60s easy.)
Feels like this is entirely too over tuned without that Berseking. I'm not under geared or have the wrong stats, got the SL trinkets, got food/flask etc. and rotation simply isn't a problem; been playing boomy for over a decade. But getting the same amount of damage out on Raest as a N-Elf as opposed to a Troll I'm finding impossible and even more so to get the grasps from beyond down in time with only the 1 interrupt available for 1 Min - especially when Karam gets to higher stacks in P2.
The Hands from beyond also spawn WAY quicker than this guide from Tettles suggests - I'm getting my 3rd with 1 Min left on my CDs and my Solar Beam isn't up for it after interrupting the 1st. So you're pretty much guaranteed to get at least 4 if not 5 of these hands which is frankly crazy over a 3 Min period and becomes near impossible with Karam at high stacks at that stage in the timer. (By the 3rd hand its already getting very clutch, by the 4th Karam is on his 6th stack and he zooming across at you and roots break with minor dot damage. But thankfully Beam is up for the 4th hand, but by the 5th...its over. Karam is DR'd - you simply cannot wait for your CDs before pushing and this makes the lack of burst without Berserking even more magnified as Raest is already 10-12% higher.
And I can absolutely say that Force of Nature is no where near powerful enough to get the 2nd hand down as is suggested in this article, you need to commit casts or starsurges into it as well as your Dots (which Tettles does say - but its worded as "you can" as if you don't need to - you absolutely do.)
Its also telling a number of streamers (although Tettles did it the "fair" way I hasten to add) did this when the hands from beyond could be cheesed so they wouldn't appear at all with Cyclone casts timed perfectly on Karam which has subsequently been fixed.
The stacks on Karam which increase his speed also increase entirely too quickly. He's at 6/7 stacks around 30 secs before my CDs are back in P2 in order to push effectively in P3 and DR on CC runs out very quick as mentioned above - not to mention breaks with tiny damage. Only clone is effective - but that's a long cast when he's zooming at you!
I did this in Legion (when it was relevant) but this TW version is far worse. Back then you needed a particular legendary to do this as well as CD timing and skill on your class. Now it seems this is less about skill and more about Burst which for Boomy is what we excel at right? But its beyond that and feels like this NEEDS the Berserker. Unfortunately without any Borrowed power abilities the burst needed is tied seemingly too heavily to a racial which doesn't seem very fair on those of us that aren't playing Troll and it feels just wrong to have to go hunting for old trinkets to make this more doable and unless trinkets in 9.2 turn out to be better suited for this (like the Gaze of Sethe as has been noted in other comments) - this damage issue won't get any better for non-troll Boomys as its TW!
I've even tried with the BFA Neck and Panda cloak and trinkets as Tettles does in his video. But what I find incredible though is Tettles is somehow getting 46% mastery! I'd love to know how with virtually identical gear (OK not mythic raid quality but still same items when trying this) and the highest I get is 31% mastery.
Needs a look at again from Blizz I personally feel with other Races in mind for Balance druids.

I found out that Killing Karam first in P3 as balance druid is much much smoother as you can easily heal through Raest enrage, no more hand from beyond, no dude chasing you, just cc smallies to soak circles.

I finally got around to doing this on patch 10.0.5, was pretty straightforward but one thing not mentioned here is the use of shrooms, I found that the slow from the after affect of shrooms made running away from Karam trivial and useful when the soak zones appeared. Hope this helps someone.

Long time guardian main here. I don't really do much with Balance. Gave this scenario a spin today to see how it feels compared to the frost mage or shadow priest versions. Gotta say, this sure feels a lot easier. Did it in three tries.
First, my build as of 10.2.5: BYGAORarfDaLt4uMx8TYOtl8GAAAAAAAAAAAAAAAAAAAgCAJJigkAkkIJSBaJSSSSJJECRaSJSkEFAK0AE
I had a Balefire Branch and Unblinking Gaze of Sethe equipped. The Unblinking Gaze procs a lot and is useful mainly for cleaving down the adds. It did contribute some boss damage; about 5k on Raest and 4k on Karam. Toxic Thorn Footwraps did barely any damage.
I set Karam as focus and made a basic macro for Wild Mushroom to always cast it at him:

Since Wild Mushroom slows for 10 seconds, I found that alternating between it, Typhoon, and Ursol's Vortex to slow Karam (and the adds) helped a lot. I used two Mushrooms back to back off the start, then a Typhoon.
Once I got to the first burn phase on Raest, I popped Drums, my Balefire Branch, and Incarnation and went to town. He melts during that burn phase--I got him into the mid-50% range before Karam came back up. If you use a Potion of Unbridled Fury with your other CDs here, that will likely get Raest into the 40s. Resume mushrooming and dotting Karam when he comes back, and make sure to prioritize the Hand From Beyond when it's up. You can't Solar Beam every hand, so you need to be ready to dump some Astral Power into a few Starsurges after you dot it. I got to the second Raest burn phase just as the second Hand from Beyond spawned.
From this point on, you want to try as best as you can to kite Karam and the little adds around the back of the platform, near the two little fountains with green goo in them. This will help keep the front side, near where you spawn in, relatively clear. This is important because the Runes of Summoning tend to spawn in this area, so if you have Karam's purple puddles and a bunch of adds cluttering up that area, it will make clearing the runes difficult.
Two things to keep in mind in the final phase: first, continue to alternate using Wild Mushroom, Typhoon, and Ursol's to slow Karam. No need to actively DPS him. Second, always be doing something to generate or dump Astral Power. Doesn't matter if that's hard casting to get into an Eclipse, spamming dots on a priority target, dumping a few Starsurges on Raest, or whatever. The more Astral Power you generate and spend, the more mileage you'll get from Starweaver and Primordial Arcanic Pulsar. You can create some separation from Karam if you're good about keeping him slowed and you're instant casting on the move, and that might give you breathing room for a few Wrath or Starfire casts.
All in all, Raest died right before I had Incarnation back again--so this whole thing took me about 3 and a half minutes. Good luck!
