Can't tell you I know how to get there, but I did read a post a while ago that said you need to use a bunch of clever jumping and slowfall to get there, which in Blizzard's Terms, is illegal.

I dont believe you get banned for going there, I may be wrong though. However it is extremely difficult to get there and involves climbing the mountains in moonglade. I suggest looking up a video of it.

So why would there be a village with npc's where nobody is suppose to come? Sure would like to know the answer to that one.

Also would like to know what is behind the wall in south Silverpine Forest (forgot the name).
The most likely reason is because Blizzard wanted to make the view a bit nicer while flying or it was an area that Blizz hasn't yet included in the game, or decided against it.
The wall you're thinking of is the "Greymane Wall"
