Healing is strange as far as content. You'll be able to heal Karazhan in a 3-healer raid before you'll be able to do heroics (or at least the hard ones).
It should be fairly easy with quest blues and enchants to get over 1000 healing. That puts you at able to do any normal instance and start doing 3-healer Kara. Your mana pool and mp5 need to be pretty good (when I first started resto at 70, I was at 7750 mana, but almost 200 mp5 casting, self-buffed.
I'd wait until you're over 1200 before attempting heroics.

Just to add, normal difficulty, you almost don't need any +healing for the mentioned instances. You could probably handle them with 200+healing as feral. Level 70 instances are different, and most have a difficult part that can cause a wipe with even well geared healers(mechanar especially, and if people don't know fights it becomes increasingly difficult). MGT, you want about 1k or more. At 833, it was really tough, and I couldn't heal the last boss. The same went for my 69 holy priest friend who couldn't do it with 733+heals(she made it to the end tho, with about 50g in repairs and with an under geared tank). You should probably aim for 900-1k minimum for the normal mode 70 instances(Steam vaults, Shattered halls, MGT, and all of tempest keep) just to have a bit of a safety net. Shadow labs is pretty easy tho. Also, if you have a good tank that can hold aggro, you probably won't need that much +healing for normal mode.

I keep my druid at 16/0/45. Basically, once you're comfortable healing without the use of Healing Touch (NS + HT is okay, it will just shift you out of tree form), 42 points is the most you'll ever need to PvE tree. I have 45 for Natural Perfection for battlegrounding. The build you have is fine, but you don't need things like empowered touch or Natural Shapeshifter for pve stuff.
The first direction I want to point you is to get a meta socketed helm and get an Insightful Earthstorm Diamond in it. Great for druid healers. That also means you need 2 red, 2 blue, 2 yellow gems, so on top of the full healing red gems, get a couple of purified jaggal/shadow pearls and some Luminous Flame Spessarite/Noble Topaz.
You're 1 rep point away from Sha'tar honored to get the Kodohide helm (to get your meta socket). On druids, pvp gear doesn't translate to PvE very well because they don't have spirit, so Kodohide helm is just for a quick upgrade, but ultimately the best blue helm you'll find is the
priest set helm
that drops from the final boss in Arcatraz.

also drops in the arcatraz. Belt and bracers will be tough to get pre-kara. I lucked out and got the epic cloth healing bracers from Heroic Sethekk (which I was tanking, not healing).
Shadow Labyrinth, first boss, has
one of the best (if not THE best) PvE idols in the game

Just make sure you have a group with a decent tank, and enough CC for the room after the first boss (warlock + mage + hunter/mage and it's cake) and you can heal shadow labyrinth.
