yes, because that will always get aggro back... since it's a taunt... not.
But Im very serious about this!
No really... Did they add a threat modifier to Frostbrand weapon or is it still on Rockbiter or has it been completly cleared?

I think PvP gear might be the best option, since the resilience will get you immune to crits, as well as getting a large amount of armor and stamina. Then add in some proper tank gear in the neck, cloak, ring and trinket slots and things might look up a bit.
Gearing like that lacks the hole avoidance:

No Agi and no dodge. Well, a lot of damage absorption for blocked attacks because of high strength though... No block rating. So its all up to the other slots giving the decisive stats. The resilience rating grants you a bit less than 5% lower crit chance. You will probably need a bit more PvP gear to get the crit immunity - wrist, waist, feet. So your hole additional avoidance depends on necklace, 2 rings, a cloak and to trinkets.
Would be tough to obtain but might be possible for lower instances. The effort to obtain the gear is very heavy though... I took the highest gladiator gear. The lower seasons seem to have almost the same resilience. Hmmm... Someone should try it ;)
You can get the rest of the crit immunity via defense on neck, cloak, rings and/or trinkets. Also, avoidance won't help you if you are getting crit, so you NEED to get crit immune one way or the other.
And no, strength has almost no impact on the amount blocked. It takes 20 strength to give just ONE block value.

Well, I go back to my first thesis: Shaman tanking isnt worth the effort you have to put in it. Shamans are not meant to be tanks.

Medallion of the Alliance
(or Horde equivalent)
Cloak of Subjugated Power
Brutal Gladiator's Mail Armor
Guardian's Mail Sabatons
Signet of Eternal Life
The Seal of Danzalar
Brutal Gladiator's Mail Gauntlets
Brutal set bonus (+35 resilience)
This is one trinket, back, chest, boots, rings, and gloves, and gets you a total of 239 resilience - uncrittable according to WoWWiki. That leaves you another trinket, shoulders, leggings, bracers, helm, weapon, and shield to play around with for other stats - not to mention enchants, gems, and inscriptions/leg armors/etc.
But this
should
be doable. I don't know that you'll ever be tanking Prince or Nightbane (unless you stack a massive amount of Stamina for life). Give it a try, and video it - I want to see!

Well it can work on
some
stuff, the only question is how much. I wouldn't completely rule out a shaman being able to tank early raids like karazhan, though it will surely be very difficult.
I mean, a rogue even tanked gruul, illidan etc., so what the classes are designed for can sometimes be circumvented. And shamans at least
used to be
a tank class of sorts.

I have only heard of one, but never seen him. Maybe you have a link? But Im almost sure after the Cheat Death changes he would need resilience because dodging alone wouldnt keep him alive nowadays.

Resilience only removes crits, it does nothing to prevent crushing blows or even normal hits. Both of the latter could easily oneshot a rogue under normal circumstances.

Resilience only removes crits, it does nothing to prevent crushing blows or even normal hits. Both of the latter could easily oneshot a rogue under normal circumstances.
I know this. He probably used a Combat/Subtlety build with Ghostly Strike and Cheat Death. You probably have heard that Cheat Death will be changed gaining the maximum effect of reduced damage at a certain amount of resilience. Thats what I meant.

The rogue I saw tanking Illidan Stormrage had around 84% dodge, 7% parry, and the boss had 7% miss due to the hunter debuff and the druid debuff, making him 100% to normal melee attacks. Gruul was 3 manned using a druid healing (the druid had 11 into balance for insect swarm) a hunter dps and the rogue tank. Hunter used scorpid sting and the fight lasted 23 minutes, it didn't matter when gruul enrage fully becuase he NEVER got hit. I want to do something remarkable like this.

Thats a nice example.
1) Illidan
The Rogue had 91% avoidance in your example, dodge combined with parry.
To gain 91% avoidance your shaman needs 91% dodge, since parry got the -threat modifier in the talent.
A rogue needs 20 AGI for 1% dodge, a shaman needs 25 AGI. You probably should use dodge rating gems then. Also dont forget a rogue has more basic AGI than a shaman. You will need much better gear than the Rogue having done that before. The class rogue is unique when it comes to dodge. Just try to use an equipper or a similar tool and look what you could build. I admit Im a bit prejudiced because Im a former shaman and our best tanking times are over...
2) Gruul - well, its the same like Illidan.
