Frost nova or Frostbite effects cause the target to become immobilized (it's a snare). While they're immobilized they're considered a "frozen target'. Slowed targets as a result of a frost bolt do not count as frozen targets.

A good way to test if it is "frozen" is hit it with ice lance. Even if it doesn't critical it will still do triple damage.

This has limited uses in PVE if you're in a group instance or Raid setting as throwing 2.5k damage on a frozen target will give you instant aggro. You can do it if you wanna &*!@ off your tank though. ;-)

I can see the applications in PVP being fantastic though!
