The quest line for this item starts with the quest The Yorgen Worgen. This is in Duskwood, at the crossing near the Yorgen Farmstead. After finishing this quest, accept after each other:
Delivery to master Harris
A curse we cannot lift
Cry for the moon (also gives the decor piece waning wood fence)
The fate of Morbent Fel
The Lurking Lich
Guided by the light
The halls of the dead
buried below
Morbent's Bane
Once you are in the crypt for the first quest, don't come out until the last quest! It is all underground. After the first spot, crawl through the hole in the wall right behind it, and follow the tunnel all the way to Morbent's Bane.
