You'll still want to pass the Eye of Anzu around for this achievement to deal with the encounter mechanics like the phantasmal winds and add phase abilities. However, those who are dealing with the mechanics must be extremely fast to throw the eye away to someone else before five seconds pass. Once the eye is passed, they can get the eye back so long as it isn't for more than the allowed time frame.
Other than for phantasmal winds, two players could easily pass the eye back and forth to each other throughout the fight that can handle the add mechanics. If there is enough healing in the raid, one can also ignore the phantasmal bombs on the raid if the bomb people move out by themselves instead of dispelling it. The tank debuff can be moved out as well, and anyone holding the eye could interrupt the Warden's Fel Conduit.
An easy way to pass the eye quickly to people who need it without using macros is to get the addon Iskar Assist (found:
here
) which only requires you to mouse over another raid member and left click on their name to throw the eye to them. The addon will also show debuffs on people that can be removed with the eye making it quick to know who to throw to without even needing to refer to DBM warnings.

It should be noted that since the Eye does increasing damage to a player the longer it is held (and has a raid-wide AoE which does increasing damage the longer the Eye is left on the floor), this achievement could potentially be done by accident if everyone in the raid group tosses the Eye like a hot potato.

Having completed the meta recently. Just wanted to give a quick run down of this one.
Achieve goal, no one in the raider hold the Eye of Anzu for 5 seconds at one time.
This achievement sounds a lot more difficult then it is due to needing the eye for the interrupt and dispel, also the stacking debuff on players who hold the eye.
On normal you can ignore some of these parts. Raid should be semi stacked, with people with the Fel bomb running out (only when Talonpriest is up). Focus dps on Shadowfel Warden (chain lightening is worse than the fel bombs) to kill it first. The Pantasmal winds can be outran too on normal, lastly, the debuff does not have it's normal duration on normal and disappears once you pass the eye.
Skipping most of those mechanics turns this achievement into a game of 'hot potato' between two raid members. If you are using Exorsus raid tools, or iskar assist you can easily pass the eye by clicking on the other person's name.Option B use the following macro

This macro will allow you to automatically pass the Eye of Anzu to someone else as part of your normal rotation. Just change a couple of your most frequently used spells as shown below.

We setup a rotation to pass the Eye between 1 tank, 1 healer, and 1 dps. We didn't pass the Eye to people who were running against winds because it's easy to run through on normal.
Note the 3 who were passing the Eye need to stand far enough away from each other that the eye has some travel time. Otherwise, it will start to apply stacks to them and they will take increasing damage over time. They can't stand too far apart though, because there is a limited range the Eye can be passed.

Had a "Toss" Group who used a macro to only bounce it between them, spammed that the whole fight didnt switch for winds as on normal it was OK with Lock portals and blinks etc.

listen to Raid Achievement addon when doing this achievement, but instead, track the achievement yourself: as long as it stays
white
throughout the fight, no matter what RA says, it is not failed. If it goes
red
, it's failed.
We've wiped many times on this today before figuring out something must be wrong with the way RA tracks it (it was spamming /r with fail announcements but the blizz tracker was still white).
We just got the achievement now, in a try where RA said 4-5 times that it was failed.

You can easily complete the Pro Toss achievement by assigning two people to pass the eye back and forth constantly, and then you'll proceed to Zerg everything else.
...If your gear and dps is good enough, you'll be Terran through Iskar's HP.

We just put three ppl on the duty (well two plus a backup) and zerged the boss.
Kinda easy, expecially with the gear you have nowdays.

If you are tracking this achievement the achievement text will be white outside of the instance but when you step into Hellfire Citadel the text will turn red. NEVER FEAR! The achievement text will turn white again when you pull the boss then you will be able to track the achievement like normal. The text will turn red again if a player holds the Eye of Anzu for more than 5 seconds in a row. If that happens just jump off the end of the platform to wipe and try again.

My group of 110s just tried this without picking it up. While the achievement went white right away and stayed white, by time he reached 50% we were taking so much stacking damage that we died. lol

Yes, this can be done by nobody picking up the eye. Have really good heals though. :)

For those curious, it
seems
possible, with the Legion Expansion, to solo Iskar and get this achievement, though it is VERY hard. I would recommend at least a dps or two accompanying you.
For reference, I attempted 10 man Normal, on a Prot Paladin with an ilvl of 876. I had 3.9m health with a 1300 strength flask, and 375 haste food, and still came up short in the third add phase. At this point in time, Guldan had JUST recently been killed on mythic for the first time, to give some insight onto what gear is available at this time in typing.
I hope the following observations of many solo attempts helps someone that may read this in their own attempts.
The kicker of soloing
Pro Toss
, is that you just need to not ever pick up the Eye. However, this causes MANY drawbacks, mostly with the ability, "
Uncontrolled Radiance
", which deals ever increasing damage if someone does not hold the eye. It turns the encounter into a stringent DPS check--which is hampered by Iskar's unskippable phases determined by health, than time--, as I was losing
50%+
of my health in massive ticks near the end of my attempts, and Iskar was nearing 30% total of his.
I do NOT recommend doing this above normal, because you will not be able to outrun
Phantasmal Winds
. Try to keep Iskar in the back of the room, giving you ample time to run against the winds. The Paladin's summonable horse works wonders to help you stay afloat, as would a mage's blink, warlock portal, or warrior's leap.
Fel Incineration
is also something that may be overlooked on first attempts. Should one stand still, you WILL receive more damage than you bargained for, as the fire piles up. Staying mobile is key. A
glitch that was present since Draenor, and remains still
, involves the Fel Fire. Even after removing yourself from it, you might still have a debuff causing you damage. Simply dip a toe in the fire, and run out, to clear the debuff.
Adds become a strict DPS check as well. If you have excellent cleave and AoE, try to focus down the 'big' adds like the Shadowfel Warden and Fel Ravens first. Their damage, if gone unchecked, hurts quite a bit, since attempting Solo, you have no allies to share the damage with. The focused blast that follows adds shouldn't be too much of an issue, though you will take the full brunt of the tool tip'd 746k damage. Plan cooldowns accordingly.
Fel Bombs seem survivable with little attention soloing, if you have a good shield/absorb at the ready or in place.
Finally, the last thing I am able to note comes back to the strict DPS timer you have, and the stacking effects of Uncontrolled Radiance. Prot paladins have multiple cooldowns and self heals, but by the end of my attempts, I had used every cooldown, lay on hands, and was using Hand of the Protector, in Consecrate, every possible use, and I still could not stay alive. It is possible your invulnerability bubble will grant you immunity to enough damage to possibly finish off Iskar, but the time between using Lay of Hands and wanting to use my bubble was much MUCH less than thirty seconds.
In the end for higher than tier raid attempts, bring a lot of DPS and harm Iskar as much as possible before his unskippable focused blasts drag him away. Your defensive will only last so long.

Well I managed to solo this and get achieve today as a 900ilvl Shadow Priest. Getting the adds down is priority and the 3rd set of adds really start doing some big damage so I had to save dispersion for that. Tank classes might find it a bit easier!

At 110 this achievement can be easily solo'd by not picking up the eye at all... at normal the damage is beyond trivial :D

As a level 110 you can get this achievement by not picking the orb at all. You should have no difficulties defeating him on Normal.

Ok so I feel really stupid.
As mentioned by many here, you do NOT NEED TO PICK UP THE ORB at all to get this achieve.
I wasted several raid locks trying to toss this thing back and forth with a partner..
Just did this 10/8/18 solo, worked fine, don't touch orb. Thanks all.

I just did this real easy solo on mythic. Just get Iskar to 1% effectively killing him and wait for him to do his business until he comes at you again, then you just click the eye and then kill boss with one final shot, easy peasy.

If you're doing this in BFA, as one previous poster mentioned, just don't grab the orb and DPS Iskar to dead. You'll get the achievement.

In order to fight the all boss of hellfire citadel we need to know glory of the hellfire raider I also the boss shadow council is very hard
