For Ice Fishing you'll need to craft Iskaaran Ice Axe, which requires Pickaxe Blade, that can be found in Azure Span: /way #2024 18.88 24.26 Old Pickaxe
For Lava Fishing you'll need to craft Polished Basalt Bracelet, which requires Sea-Polished Basalt, that can be found in The Waking Shores: /way The Waking Shores 81.26 31.32 Sea-Polished Basalt Rock

Both items can be crafted at Tavio. After crafting each item, it will count towards the achievement.

To be really clear you just need to gain access you need to make the 3 items the Polished Basalt Bracelet gives you access to lava fishing. 熔岩垂钓 The pickax once completed gives you Ice fishing 寒冰垂钓 than the Flying fishbone charm. 飞鱼骨. I want to thank everyone who posted some were confusing on how to get this done but all you have to do is craft the items.

You need not only the Renown 6 - 10 - 15, you also need at least 50 points on dragon isles fishing skills to be able to collect those items! Once you meet all these requirements the items will glow with a purple aura to you on the floor!
