I know i got lucky, but 41 casts later i got her by standing in the middle of the water around 55,65 in Zuldazar.
(Not that it matters since its just ocean waters)
*** ITS Bind when USED aswell as being UNIQUE - so either use it or sell on AH case you catch a 2nd :)
Caught my ray on my third cast in open water right at the dock in Zuldazar. These may not be hard to get, as I am rarely that lucky.
Caught mine on the 80th cast in the open ocean, right on the dock at Port of Zandalar (not a single cast in a pool)
caught mine after exactly 30 casts just behind Tradewinds Market. can confirm it doesn't need to be fished from a pool and is bind on use.
got mine today after 104 casts, fishing at port of Zandalar.
Going for this now, 70 casts in so far and nada. 453 casts and nothing still.
I caught my first on 26th try.. sold for 500k gold and now i have fished 3 more in 1 hour :D EZPZ
you won't get the achievement buying it
One important note, that i found missing among other comments:
I have fished it up in the Zuldazar around 55,65 (open water, no pool) just as 4benzor4 suggested, however if you are fishing anywhere else, it looks like the place you are looking for, must be part of the ocean waters of the Zandalar / Kul Tiras continent and not 'The Great Sea'.
I've been fishing in the great sea as well, but without luck. Got it on the coordinates within 100 casts.
(there's still a chance, that i have been unlucky and it actually is possible to fish it up in the great sea).
Fished up in Tradewinds Market just now, by the ferry master. So you can be pretty far inland.
I got mine on my 324th catch in Zandalar. Really not bad compared to other pet/mount farming tasks I've done in the past! 1% drop is pretty huge compared to 0.01, lol.
Be wary of having one in your bag and keeping on fishing as it says unique and your easy caught out
I caught 1, hadn't learnt it and was still fishing to get another for my wife.
Caught a 2nd, couldn't loot it at all and it was lost when fishing loot closed.
Learn it, or move it on before you fish some more

Just got mine at 1:51am (est) 19-Aug-18 on Dazar'Alor docks @ 57,63 Zuldazar after roughly 17 minutes/30 casts with Zandalari Fishing @ 42/150 using Nat's Hat (with buff) and Underlight Angler pushing me with a +36.
This is by far the nerdiest thing I've ever said.
Anyway, judging by how soon I got it and the amount on the AH (average of 40k) I'd say this achievement/item is pretty easy to obtain.
Open water, 283rd cast in Zuldazar harbor.
Caught mine in Stormsong Valley (coord 77,61) while fishing in open water, not in a pool, and with just the standard fishing pole.
Bay of Kings in Zuldazar around 54/67. Took about 120 casts.

Seems like a lot of you are getting these at the Port of Zandalar. After like 5500 casts combined in Vol'dun, Tiragarde Sound, and Zuldazar's southern coast, I'll give the docks a try. I was able to level up my fishing to 150 and also receive the 50 midnight salmon achievement at the other places, but no mount. It's extremely discouraging how terrible my Random Number Generation is.
I'll update here if I get it at the Zandalar Docks.

After thousands of casts in various places around Zuldazar, Vol'dun, Tiragarde Sound, Drustvar, Boralus Harbor, I finally got it at 40.0, 35.1 in Stormsong Valley, off the Jeweled Coast near the Tortollan hub. I had been trying for this mount since BfA release and refused to simply buy it from the Auction House as I wanted the achievement completed proper. So glad I got it done.

Fished up the mount on the 23rd of April 2019 after aproximately 5000 casts, which seems to be pretty average luck judging from some of the other comments in here.
I did about a third of my fishing in different locations. Did some in Vol'dun and Boralus harbour and finally got the drop while camping at a chill fishing spot in the north-western corner of Drustvar.

Got it after 6.2k attempts, right off the docks at plunder harbor in tirigarde sound. I sat in the boat behind the BE right next to the siege dungeon entrance. Couldnt quite believe my eyes when i saw it.
My advice is set a small daily goal, mine was 200 casts a day, which was about 30 mins of fishing. Avg catch time was 12 sec during my sessions.
Edit: my total fishing skill was 213 zandalari (+63), but i dont believe skill matters much if at all.

I just got the mount by clicking on the little waterbubbles for the achievement "Secret Fish and Where to Find Them", while wearing the Secret Fish Goggles. I was even standing on a rock in Nagrand (outland) at 63.2 90.9.
So this was a much easier way to get the mount, instead of fishing for hours at the same spot.
I fished this out of a tiny pond in Mechagon where the troggs are.

This achievement makes me very angry.
When BFA first came out, this mount was quite easy to obtain from fishing. The drop rate was clearly not changed from the PTR and had a high chance to drop. Blizzards solution to this problem was to make the mount have an extremely very low drop rate (even more rarer than the argus fishing mount). They could of changed this achievement to simply say 'obtain' instead of 'fish up' the mount which would of solved a lot of the problems. I was one of the unlucky ones who didn't fish this mount up when it was easier and now I suffer. It will take HOURS to get this mount. It is very rare and a slap in the face. It was Blizzards mistake to allow this mount to be a high drop chance so they should of left it like it was. NOT punish the players who didn't take advantage of this 'bug'. Yes you can buy the mount in the auction house, but you are not rewarded the achievement.
Has anyone manage to cap this since 8.3? been trying for weeks now and still didnt get it to drop..

while clicking on goldfish bubbles in the Amberfly Bog near Pearlfin Village in Jade Forest. Completely unexpected! Note that I was doing this near ponds. I surmise that since this is an Azeroth fishing quest this mount can also be obtained in places other than Kul Tiras and Zandalar while clicking on those Azeroth bubbles for
. For those of you who have
I suggest wearing them as often as possible for a higher chance to receive the mount and click on those bubbles when near water.

Not to dishearten any of you brave fishermen trying to fish this little devil up, but I have tried actively for periods ever since BFA came out. (Well after the nerf in drop rate)

So I guess you can probably multiply that number of fish with 3 or 4. (Not counting the trash equipment you get every 40th cast approximately)
In other words; of all the fishing achievements (I've got them all now.), this is the bugger you really should save your prayers to the RNG-gods for.

I fished this mount up at Anyport in Drustvar. 1.5k casts. I did this grind over 2-3 days when I had time. The fish still sell well on my server so I didn't go to mechagon that other people have mentioned. I also had warmode on (didn't get attacked once).
700+ cast at Bay of Kings. I stopped anything that wasn't fishing and started casting. 3 shifts of casting, 3 episodes of Netflix "High Score". time went by fast with my strategy.
What a miserable achievement.
12000 (yes, twelve thousand) casts, and no Great Sea Ray
I was fishing in a cave in Mechagon going for the
Secret Fish of Mechagon
achievement and caught it just now at 56:21 inside the cave (Hungry Rest) while fishing for the Shadowy Cave Eel.
This comment wasn't intended to gloat or anything. I was surprised that it happened, and I wanted to share here that it could happen in that type of fishing spot.
Here is why I think Mechagon is the best spot (might not be the fastest) to try your luck in catching the mount.
If you fish in Mechagon there's a chance of getting valuable loot, other than typical BfA fish, that can be used for other achievements in Mechagon - if you haven't completed them yet.

, which is the base currency in Mechagon and can be used for several purposes (achievements, pets, mounts)
is a reagent for Cooking and Junkyard Tinkering
- There's also chance of getting the required fish for
Tl;dr You can progress faster with your achievements related to Mechagon and collectibles if you choose to fish this mount in Mechagon.
Just fished it today, in Boralus at 74.83, 25.88 (you will see 3 pylons in front and a bit left of the Dock Master). I caught it at 3222 Boralus casts but I think it is around 5k since I was fishing some months ago in Xibala too. I was fishing for 30 minutes every day. I caught all my aquatic mounts like that... no hurry...

After seeing recommendations on the mount itself I decided to try my luck at Shatterstone Harbor in Vol'dun and got it after approximately 150-200 casts!
Patch 9.1 and you can still get this! I started to wonder since it took me c.25k casts at Boralus Harbor (exact co-ords 89.48 54.50).
Patch 9.2.5. It took me like 25-30 casts. Coasts of Zuldazar 60,65 .
