This is a level 24 rare elite mob that patrols Windshire Crag in the Stonetalon Mountains. He is very difficult. You may run into him while doing the following quests:

Keep your distance! He killed me in about 2 hits.

solo'd as a level 24 shaman, not too big a deal, just make sure you clear the area around him and have full mana when you start

Easy soloable with a 24 wl, clear the area and fear him.

The only reason I can think of why this guy would be rare is because he drops Defender Spaulders. Which is the best mail shoulders any Warrior or Paladin twink can get right now.

He is a rare spawn (Has the silver elite dragon), Solod him as a 26 warlock. Dropped some green leather legs with +5 Int and +5 Str.

Just ran across this guy on my 23 shadow priest, hits super hard, was a very long fight but i got him. Dropped a crappy green belt.

I just killed him 2 nights ago (lvl24 Rogue). Found him by mistake and he nearly got me. Dont recall what he dropped but it was nothing spectacular.

Spawns in different spots. I found him at 68.44.

Hits for a fair amount, he is an ELITE rarespawn. Dropped copper and linen, nothing cool.

Foreman Rigger is an ELITE rare spawn so he does hit hard and have a lot of HP. I solo'ed it as a 25 priest but it was not easy. He dropped some level 14 green mail bracers.

He's not really that rare, 12 hour respawn time - though if you look at his drops i guess he oughta have 1-2 hours.
Either Blizzard needs to revamp this guy and give him some static drops, perhaps a rare. Or change his spawntime.
He seems totally useless to me, actually he's a bit tought for a lvl24 Elite mob, i can't kill him and i'm a 25 Tauren Warrior with mass stam/strength gear all lvl 22+
Dual Wielding Wingblade and the 1H mace that looks like a snake from Wailing Cavers ( drops on pythas i think ).

Found him around 10:50am(-5GMT)on Staghelm.
He was @ 65.51 just slightly west of the mill.
He dropped Shimmering Trousers of Spirit & Decapitating Sword of the Bear

He seems to be pretty rare for an elite. I've only found him once in the hours I've spent farming in Windshear.

Tried soloing as rogue level 24.
I popped Evasion at the start but he hits hard, so I had to vanish out after using a health pot and health going down to 10%.
Might be possible with some luck, but couldn't be bothered waiting for Evasion to be back up.

Soloed him as a lvl 24 mage. Spam frostbolt rank 4, frostnova rank 1 when close, run away, spam frostbolt, blink away if he gets close and frostnova is on cd. Once he has 200hp left he starts running away. Very easy as a broken mage.

Spawned at 66,46.
Got 412 xp.
Dropped: Wool Cloth x 2, Shimmering Trousers of Fiery Wrath

I was just barely able to get him as a 22 Lock, guy is tough. My best advice is to clear everything around him and keep fear up, because he will kill your VW pretty quick.

I did an attempt with my lvl 27 盜賊, and couldn't manage dealing damage fast enough to survive the fight. Even when gouging for bandaging myself and using potions.

Found him 65.51 lv 24 rare Damn he hits hard! I'm lv 32 arms warrior and he took 80% of my hp!
