He is inside the Old Port Authority at Booty Bay in Stranglethorn Vale. From the boat, go down the dock to the fist building. This is the Port Authority. Go inside and take a left. You will see him straight ahead. His recipes are unlimited.

The coordinates have changed. He is still inside the The Old Port Authority, but the coordinates are 42:69 as of 2019.

Is this bugged? Found Kelsey Yance in Booty Bay, he had the little "buy" symbol by him, but if I clicked on him he just said "what can I do for you?" and "I only sell the finest goods" - but he didn't have anything to sell (nothing popped up at all).
