He is in Booty Bay at the top level; the highest shop. Start at the Bank or at the Ship Dock. Head in the only direction possible. When you see the upside-down half-boat, take the up-ramp. Turn right at the top of the ramp. Turn left at the first chance to do so. This ramp-up leads to the door to his shop.
