Some people are talking that it only spawns between Midnight and 6am. I wouldn't think this is true because that would severely limit some people from getting the rune, since not everyone is able to play at those times. I commented that if that had been the case, it wouldn't have been discovered yet, and it was pointed out the discovery might have been made in the EU.

It confirmed spawns at least after 9pm server and requires Sense Undead to see/kill. Required for the "Wrath" head rune for paladins

i killed it 5minutes past 9pm svt.
the ghost spawned on the other side of the lake from what the way point said.
so spawns could be anywhere around the lake possibly.

i camped it from 8:30pm svt and did not find any spirits until past 9pm

Respawn time is on the longer side.

Close to a 10min timer atm.

Waited 40 minutes to have it spawn 21:02, might be some truth to it only spawning after 21:00. If someone you are grouped with kills it and you cant see the mob, try turning off and on Sense Undead.

I got it once and went afk for a minute. The Mob respawned and attacked me. I got a second Rune and i can't learn it or throw it away.

The wowhead guide says

Once the Vengeful Spirit is defeated, travel to Ironforge and speak with Magister Falath in the Mystic Ward, /way 27.2 10.0. Select the available dialogue option, and you will receive the Rune.

But this wasn't the case, it just dropped the rune directly for me.

Went and looked a couple of times during the day with no luck. Came back at 21:45 and sure enough it spawns three minutes later.

Spent a couple hours camping during the day with no spawns, returned after 9pm server and it spawned within minutes. Also Killed while in a raid group and everyone within range was able to loot it.

My addon says it spawns 9pm-3am server time. Use Sense Undead and it spawns/you see

Respawn time was about 5 minutes. Showed up and found one already dead, next one respawned ~5 minutes later on the north side of the lake near the little house.
