It's possible to pull him solo as a hunter, with feign death. It's also possible to solo him as a hunter, though with a little difficulty. I did so at level 32.

He casts a shadow bolt volley periodically, has a pet voidwalker with 800-1k health, and has 3k health as teh description says. He also casts a disease debuff on his target that inflicts 90 nature damage to all nearby friendly targets, and lasts a couple minutes.

Appears to be immune to all shadow spells, at least priest ones. Tried mindcontrol, mindvision, sw: pain, mindflay, psychic scream, got nothing.

Starshards and smite worked.

Did this as a level 34 Feral Druid in bear form with a level 32 Warlock. When you attack him, you will aggro him, one or two guards, and his minion. If you back off as soon as you aggro him and then stun him and keep him stunned as much as possible, it's not that hard. The guards get annoying though, so I wouldn't recommend doing this with anything less than 3 people (a healer would help a LOT).

After killing Balgaras on several toons at 60, 26 I dogged this coord for over an hour. Finally, I gave up, only to find him in the basement of the second house to the right in the Dark Iron mini-city near the quest pick-up.

I don't know the spawn time for Balgaras, but if you have been waiting forever, try the houses.

Did this with a 32 Warrior that left him for me while he tanked the adds.... didn't help that I'm a 38 shadow priest and he is immune to shadow spells and fear =\
I died and the warr got him with 200 hp left. L2Taunt... GG

He can as well be in Dun Modr, i just found him in the last building (wich looks like kharanos's blacksmith building).

i foudn him at direforge hill 61,29.... of course hes surrounded by mobs i suggest u get a group or a high lvl like i did :) high lvls FTW!

He is in the 3rd building in the stockades. He is lvl 34 and hs 3 guards all elite close by so be careful.

I soloed him as a level 35 Pally.

He was a real pain to get pulled without 2-3 others, but I finally got him and down he went.

He was quite troublesome for a 28 hunter and a 31 feral druid. After we died outside, his voidwalkerstayed there, which allowed us to kill it first. Then he ran up to fight and we barely managed to kill him. He casts a cone of shadow bolts, so I recommend standing behind him. He also uses a mix of magic and melee, so using catform over bear form might be wise.

We killed him today can confirm he CAN spawn inside Dun Modr, he was in the biggest house in the back. I've seen him killed and re spawn multiple times by the camps, first time I had to go to Dun Modr to kill him.

Found him around 61,28 look for the dwarf with the voidwalker minion. If your a lock bring a friend, immune to most lock spells.
