The Rune of the Falling Star drops off of an elite Moonkin named Arcterris in The Hidden Grove within Winterspring. Easily doable with 3+ people in the mid 50s.

His location coords are 63.8, 16.4

There are two ways to get to him, either by a cave entrance which is full of level 56+ (normal) moonkin mobs located at 64,85, 19.40
OR
You can climb the mountain at 61.42, 15.56 and drop in above him to kill him, which I think is an easier route.

1. Head to Winterspring
-You will likely have to pass through Timbermaw Hold to get there.
-You may enter by following the main road North out of Felwood.
-Or by using your Moonglade teleport spell and following the main road South out of Moonglade.
-Both pathways meet in the middle, and you will head East towards Winterspring.

*Timbermaw Hold is filled with Level 53-ish furlbog who will not be friendly to you.
*This is a faction you may want to get friendly with, so don't kill them or attack them as this will cause your reputation to decrease.
*If you have earned Friendly rep with them, you can pass through Timbermaw Hold freely. (This requires a long rep grind.)
*You may have to run through by healing yourself and/or using bear or moonkin form for more armor.

2. Follow the main road East and grab your flightpath at Everlook if you don't have it already.

3. Head to the Northeast corner of Winterspring to an area called The Hidden Grove.
-Oval shaped area circled by a small range of hills.
-You can enter the area through the cave in the Southeast corner The Hidden Grove or you can climb over the hills.
*Beware of level 57-59 enemies in the area.

4. Inside The Hidden Grove you will find Arcterrus, a level 59 Elite boomkin.
-Despite his level and Elite status, he is not too difficult.
*I was able to defeat him with a group of 3 druids level 52-53.
*I feel we could have done it with just 2 level 52 druids, one healing and one attacking.
