Second best off-hander to the very marginally better Sapphiron's Left Eye (https://www.wowhead.com/classic/item=23049), probably much easier to obtain for many. Comes as a side-grade to Master Dragonslayer's Orb (https://www.wowhead.com/classic/item=19366) and as an upgrade to Jin'do's Bag of Whammies (https://www.wowhead.com/classic/item=19891).

Elemental shaman only have 2 shields available so far, one drops off Gluth in naxx, which not many people wil be abe to kill at the moment, the other drops off of a summoned boss in UBRS (Tier 0.5 quest). Obviously both quite rare at the moment, so it's not a ridiculous idea that they would drop their shield for an offhand (Think of how common 'glass cannon' mages are).

this is simply the best caster offhand...
the 1% tohit and 1% crit translates into 11,5 +dmg each for me since i hit for a medium of 1150 with my frostbolts... ofc other factors play a part like level of mob and AoEing, fireblasts and stuff... but counted only on FB spam it's 43+dmg all in all compared to nef QR with 28...

It's "held in hand" and it doesn't say "off-hand" So I presume you use it in mainhand so you can't really melee with it, so the feral druid idea is kinda gone. Only for casters who use wands I guess.

Only classes that benefit from both spell crit and hit are druids, shamans and paladins.

A shaman or a paladin would much rather use a shield or a 2hander when +hit matters(pvp).

A druid can also get much better specialized gear (for healing, spell damage or feral). Since weapons, shields and offhands can be swapped in combat, concept of general purpose offhand is kinda pointless.

It could have been a very nice item but the +hit ruins it. (I hope this is a mistake and gets patched)

It is in fact an error. This is SUPPOSED to be +1% to hit with spells.. this should be fixed come 1.10... Caster ITEM.. all casters.. Mages, Locks, Priests, Druids and Shamman... screw paladins... And yes.. it is offhand.. I seen it last nite.. it is labeled as offhand in game.. This is a mistext on here
