Sounds like you can only get the key if you have the quest. But I talked to Gor'shak on a previous run (wiped on the next step). The next trip to BRD, somebody else had the quest, and when we killed the Interrogator only he picked up the key. I couldn't loot. So it is either

A) A one-drop where only one person in the party can get it (and since it is white, it is assigned to the corpse owner, not a group roll).

B) A quest drop that is only available to people who are on step 1 of the quest. Which means that you can never get the key after completing step 1.

C) Both of the above.

I am hoping it is A and not B or C otherwise that could lead to some headaches.

To my knowledge this key only drops for one person in the group. I don't think there's any quests for it (at least for Alliance), it's just random.

You need this key to open the cell door to talk to Marshal Windsor in BRD for the Onyxia Key Quest.

if horde can get this item? Does the guy who drops it spawn for us even? I don't remember ever seeing this guy in BRD, but I'd like to get the key just so I can open up the prison doors.

I killed the High Interrogator in a party of 3 last night, and one of us already had the key. I thought it was a joint loot, so I took it, but actually she only drops one at a time - so be aware, if you have several people who need the key, only one can actually get it per run.

found this lady by going down a path in BRD right near the start that I had never noticed before. Took a few attempts to figure it out, but I soloed her (60 hunter). She dropped the key for me, so I guess Horde can get it. I'm gonna go let everyone out!

Keep in mind if a member of your group has the key, even in their bank no one in the group appears to be able to loot the key. Our whole group double checked and no one could see the key on her corpse.

This has happened to my group as I'm writing this. The key owner had forgotten and fortunately just needed to collect it and head back
