Brother Romulus in the Stormwind Cathedral points you downstairs in the cathedral's catacombs. There are two stairways down from the main level. One has the Scarlet Crusade NPC; that one's wrong. On the same side as Brother Romulus and the Paladin trainers, there's another stairway down. Follow that to the lowest level. There'll be a note on a ledge, next to a candle. Coordinates 33, 24.7. You may have to wait for the respawn. If you don't see it, just stand on the coffin lid and wait.

The next step is a fight against Ada Gelhardt on an island at the river intersection between Elwynn, Westfall, and Duskwood. They'll surrender rather than die, but make sure you get the last hit in to receive credit. Talk to them once more to receive the rune.

I've always felt a little uncomfortable about the existence of this spell since it is basically a lazy copy+paste version of Seal of Blood, which was a Blood-elf-exclusive spell. And that provided with an interesting perspective to the lore as Blood Elf paladins were technically 'Blood Knights', and didn't identify as equals to Alliance Paladins. It made an interesting contrast between Alliance and Horde Paladins. Then, in TBC classic, Blizzard lazily gave Seal of Blood to Alliance too in the name of Seal of Martyrdom without any interesting reason. It was just for the sake of 'balance'. And then they copied the same spell to Season of Discovery in the process of merging WOTLK and Classic clients, which also came with numerous graphic errors and replacements of quite a huge portion of the elements of original WOW. Now they say the spell is introduced as a rune. And it comes with a short but pointless storyline. I wonder when Blizzard will take the world of classic warcraft more seriously and show some basic respect.

A note about this ability: It does deal Holy Damage, which the description doesn't specify. Paladin tanks use Righteous Fury to generate threat, which amplifies how much threat is generated by your Holy Damage, so abilities that increase your Physical Damage (like Seal of the Crusader) won't really help you as much as ones that do Holy Damage.

Can someone confirm if this procs of weapon procs or ghost strikes?

I was waiting for respawn cca 30 min and the scroll was in my bags the whole time, so please check you bags if the scroll is not there.
